Hai Phong aims to ensure that 100% of mothers and newborns receive postnatal home care in 2026.
The Hai Phong People's Committee has issued Plan No. 271/KH-UBND to implement the 2026 National Target Program on Healthcare, Population, and Development.
The plan aims to maintain, strengthen, and build on the achievements made in healthcare and population services during the 2021 - 2025 period.
It also sets out synchronized and effective measures to achieve the city's 2026 healthcare and population targets, laying the foundation for fulfilling the objectives of the 2026 - 2030 period. Priorities include strengthening the healthcare system, particularly preventive and primary healthcare, promoting information technology and digital transformation in the health sector, and improving the quality and efficiency of healthcare and population services across the city.
Under the plan, the maternal, child, and reproductive healthcare program seeks to comprehensively improve reproductive health, with a focus on enhancing the health of mothers, newborns, and children. It aims to ensure equitable access to safe, high-quality reproductive healthcare services while reducing maternal, neonatal, and child mortality, thereby contributing to improved population quality.
Key targets include ensuring that 70% of pregnant women receive antenatal care combined with screening for HIV, hepatitis B, and syphilis, while 100% of mothers and newborns receive postnatal home care.
The program's main activities include maternal, child, and women's reproductive healthcare; family planning; safe abortion; adolescent and youth reproductive health; men's reproductive health; prevention and control of sexually transmitted infections; infertility prevention and treatment; prenatal and newborn screening; health communication and education; training, scientific research, and human resource development; investment in facilities, equipment, and financial resources; improvement of professional and technical quality; monitoring and evaluation; and data collection, statistics, and reporting in accordance with regulations.
