Hai Phong is expected to meet and exceed 11 out of 12 targets compared to the set growth scenario, serving as a ‘launchpad’ for the city to continue maximum efforts in the next quarter to achieve even higher results.

At the 3rd City Party Committee Conference, the Hai Phong City Party Committee reviewed the report on the city's socio-economic development in the first quarter of 2026. The City Standing Party Committee assessed that socio-economic performance in the 1st quarter achieved many positive results, basically adhering to and exceeding some targets in the growth scenario.
As of March 31, the city had disbursed 8,399 billion VND in public investment capital, equivalent to 21.7% of the Prime Minister's assigned capital plan, reaching 22.9% of the plan excluding 5% savings and ODA re-lending capital, exceeding the set scenario by 18%. The city's public investment disbursement in the first quarter of 2026 was nearly twice that of the two pre-merger localities in the same period last year.
Ward-level administrations also recorded notable results in the first quarter of 2026, contributing to the city's standout achievements. For example, Hong Bang Ward collected about 2,000 billion VND in the first quarter budget revenue, exceeding the full-year plan by 19%; the total product value of Nhi Chieu Ward is estimated at over 4,833 billion VND; Gia Vien Ward estimated state budget revenue at over 951 billion VND, equal to 37.7% of the full-year estimate.
The first quarter of 2026 can be seen as the starting quarter of strong, substantive growth for the city and its wards, special zones, after stabilizing operations, leveraging the efficiency of the organizational apparatus, and operating the two-level local government structure.
This serves as the ‘launchpad’ for Hai Phong to redouble efforts in the coming quarter to achieve higher socio-economic development results, ensuring completion of the GRDP growth target of 12.42% for the first 6 months and 13% for the full year 2026, with GRDP growth in the second quarter at 13.54% compared to the same period last year; while successfully implementing the 2026 growth targets and the resolutions of the 14th National Party Congress, the 1st City Party Congress for the 2025-2030 term.
