At the Viet Nam I4 Impact Awards 2026 held in late May, Hai Phong was among 23 localities, businesses and individuals recognized for achievements in implementing science and technology, innovation and digital transformation.
According to Nguyen Cao Thang, Director of the Hai Phong Department of Science and Technology, the recognition further underscores the city's progress in promoting comprehensive digital transformation, building digital government, developing the digital economy and improving services for residents and businesses.
The award is expected to provide momentum for Hai Phong to further advance the application of science and technology and innovation, contributing to its goal of achieving rapid and sustainable development in the new period.
To achieve these results, Hai Phong has identified the implementation of Politburo Resolution 57 on science and technology, innovation and digital transformation as a key strategic priority.
A clear demonstration of this commitment is the establishment of the city's steering committee comprising 23 members and headed by the Party Secretary, alongside an advisory council gathering 46 leading experts.
Under National Assembly Resolution 226/2025/QH15, the city People's Council has issued specialized resolutions on mechanisms and policies.
The focus of these policies is to attract high-quality talent in the semiconductor and artificial intelligence (AI) sectors, accompanied by preferential policies on land and taxation and a decision to establish a city-level venture capital fund. The strategy aims to capitalize on global technology trends.
The city is also leveraging opportunities created by the Hai Phong-Hai Duong merger to restructure its governance model, integrate data infrastructure and unify shared digital platforms, laying a solid foundation for the development of the digital economy and digital society in the new period.
Digital platforms have been widely deployed across the city.
To date, all commune- and ward-level administrative units have been equipped with information technology equipment and digital signatures.
Notably, Hai Phong has been among the first localities in Vietnam to integrate driver's licenses and health insurance cards into electronic identification accounts, gradually eliminating physical documents and making administrative procedures more convenient for residents.
As a result, Hai Phong has become one of the first localities nationwide to achieve green status on the monitoring map tracking implementation of Politburo Resolution 57, with all commune-level units completing all 108 criteria.
In 2025, Hai Phong ranked third nationwide in the Digital Transformation Index (DTI) and fourth in the Provincial Innovation Index (PII). The digital economy accounted for around 30% of the city's GDP.
Another notable milestone came when Hai Phong's startup and innovation ecosystem was included on the global technology map for the first time, ranking 765th among the world's top 1,000 startup ecosystems.

If 2025 was a year for laying institutional foundations, Hai Phong has identified 2026 as a year of "Decisive Action - Breakthrough Implementation - Broad Impact" aimed at delivering measurable progress in implementing Resolution 57.
In terms of resource allocation, the city has earmarked around 1.1 trillion dong for the sector in 2026, 1.28 times the budget level assigned by the central government. Of the total, 500 billion dong has been allocated for development investment in the city's venture capital fund.
Alongside the continued implementation of specialized resolutions issued by the city People's Council to remove institutional barriers to research activities and the commercialization of scientific and technological achievements, Hai Phong is advancing plans for the Science and Innovation Park project.
The city is also focusing on major initiatives, including a marine science and technology program through 2030 and a project to develop Hai Phong into an international center for education, research and applications in marine science and technology.
Under its 2026-2030 digital infrastructure development plan, Hai Phong aims to achieve at least 80% 5G coverage, develop a network of permanent BTS stations.
Data infrastructure will continue to be standardized and interconnected, with the city targeting a data integration rate of more than 65% while expanding real-time operations at its smart operations center.
To prepare a workforce capable of meeting new requirements, the city has sent officials to Seoul, South Korea, for training in artificial intelligence and digital transformation, while promoting the establishment of the KIST-Hai Phong Technology Center in cooperation with the Korea Institute of Science and Technology.
Vice Chairman of the city People's Committee Hoang Minh Cuong has repeatedly emphasized that science, technology and innovation have made important contributions to the city's socio-economic development. The city continues to create favorable conditions for innovative startups to expand globally.
