Hai Phong builds modern, seamless digital government

With a synchronized approach from digital infrastructure to shared platforms and applications, Hai Phong is gradually shaping a modern, seamless digital government model.

Synchronism and efficiency

E-government and digital infrastructure play a key role in enabling authorities at all levels to operate in a transparent, efficient manner and stay closer to the public.

As a major industrial, port and logistics hub of Vietnam, Hai Phong’s development of synchronized and modern digital infrastructure not only serves State management but also lays the foundation for the digital economy, digital society and smart urban development.

The city Data Center (DC) is responsible for storing and operating most shared applications following the merger of Hai Phong city and Hai Duong province and continues to receive methodical investment with advanced and synchronized technological equipment.

The system is installed and operated at the DC at the Xu Dong Cultural Center, also known as the Xu Dong DC. To date, the Xu Dong DC has hosted 51 application systems, including 25 systems and applications of the new city. It has also deployed a Security Operations Center for cybersecurity monitoring under a service leasing model.

The Intelligent Operations Center (IOC) is one of the core components and tools of digital government. To date, the IOC has integrated 12 groups of indicators, including public services, budget revenue and expenditure, disbursement of public investment, management of industrial park operations, feedback and petitions, monitoring of document management, and population data dashboards. Information and data from the IOC contribute to improving efficiency in direction, administration and decision-making by leaders at all levels.

In addition, key digital platforms such as the Open Data Portal, the Smart Hai Phong application, and digital communication platforms connecting the government with citizens and businesses continue to be maintained and effectively utilized. As a result, data connectivity and sharing among agencies are carried out smoothly, limiting information fragmentation.

According to Do Duc Thuat, Deputy Director of the Information Technology and Communications Center under the Department of Science and Technology, on the basis of solid digital infrastructure, the city focuses on developing shared digital applications to ensure uniformity, interoperability and easy use.

The city’s Open Data Portal serves as an integrated information channel providing data from the government and organizations to citizens and businesses. It collects and shares large volumes of data, enabling users to easily access and download information via websites and mobile devices.

Building an intelligent computing center

The city’s digital infrastructure is becoming increasingly complete, modern and synchronized, likened to “digital highways,” though several areas still require further investment and improvement in the coming period.

Pham Huy Thang, Deputy Director of the Department of Science and Technology, said that in the time ahead, the department will coordinate with other departments, agencies and localities to develop the city’s Data Strategy and deploy multiple data-driven management and administration solutions linked to sector-specific operational processes.

The department will also continue expanding and upgrading infrastructure at the Xu Dong DC, adding graphics processing unit servers to ensure computing performance and support artificial intelligence applications, while coordinating with relevant units to develop additional operational scenarios for the IOC.

The city aims to build an intelligent computing center providing high-performance computing infrastructure, forming a research and innovation ecosystem and creating new growth drivers.

From infrastructure to platforms, from internal governance to services for citizens and businesses, Hai Phong’s digital government is being built in a synchronized, substantive and sustainable manner.

This is not only an inevitable requirement for governance, management and administrative reform, but also an important solution helping Hai Phong enhance competitiveness and achieve rapid, sustainable development in the digital era.

To date, Hai Phong’s document management and administration system has been deployed uniformly to all agencies from city to commune levels, integrated with specialized digital signatures. All documents, except classified ones, are sent and received online, and all officials and civil servants are provided with official email accounts for work-related communication.
