Hai Phong aims for 450 innovative Startups by 2030

Hai Phong is implementing the 2026–2030 innovative startup strategy, aiming to build a leading national ecosystem and attract substantial international investment.

On May 25, the City People’s Committee issued Plan No. 188 to implement the national strategy on innovative startups for 2026–2030. The plan seeks to develop a comprehensive startup ecosystem that drives economic growth and digital transformation.

Under the plan, the city aims to generate and widely spread a wave of innovative startups grounded in science, technology and digital transformation; position Hai Phong as a major innovation hub in the northern region and nationwide; and lead in technology sectors linked to the marine economy, smart logistics and advanced manufacturing such as semiconductors, artificial intelligence (AI) and the Internet of Things (IoT).

By 2030, the city targets placing its startup ecosystem among the global top 200 startup ecosystems or ranking third nationwide. The Provincial Innovation Index (PII) should remain among the national leaders, with a goal of reaching third place nationally.

Hai Phong plans to establish and expand a support network for startups and innovation. All higher education institutions and vocational training facilities will include content on entrepreneurship, innovative startups and innovation in their curricula.

The plan also sets out seven priority task groups and solutions, including: strengthening communications to raise awareness and spread an innovation and startup culture; developing infrastructure and shared facilities to support innovation-driven startups based on new and digital technologies; and completing the legal framework to support and encourage innovative startups.
