The Director of the Civil Aviation Authority of Vietnam (CAAV) has instructed relevant units to enhance service quality and strictly ensure aviation safety to effectively serve the 14th National Congress of the Communist Party of Vietnam and meet peak travel demand during Tet 2026.

The early months of 2026 will see the convening of the 14th National Congress of the Communist Party of Vietnam, a significant political event in Vietnam, while air travel demand is expected to rise sharply during the Lunar New Year (Tet) holiday and the Spring Festival season.
The Director of the CAAV, Uong Viet Dung, has issued a Directive on ensuring aviation safety and quality during this period. To ensure smooth, safe, and efficient operations, airlines are required to proactively strengthen market demand forecast, optimize fleet utilization, and strictly adhere to approved flight schedules.
Airlines are also required to closely track booking trends to promptly adjust operating plans and deploy additional capacity on high-demand routes. At the same time, they must ensure proper aircraft maintenance, secure technical and operational resources in advance, and minimize technical-related delays and cancellations.
Regarding fares, airlines must strictly comply with regulations on domestic air transport pricing and ensure transparency and open ticket sales. In addition, airlines are encouraged to guide passengers to use online check-in services (web and kiosk check-in) and electronic identification via VNeID to help ease congestion at airport terminals.
CAAV also requires airlines to fully fulfill their obligations to passengers in the event of flight delays or cancellations, including the provision of timely and transparent information on the reasons. Complaint-handling procedures must be strengthened to safeguard passengers’ legitimate rights and maintain the reputation of the aviation sector.
