After more than three months of implementation, the Hpnet management and operations software, connected to Hai Phong’s Intelligent Operations Center (IOC), has proven effective in monitoring progress on tasks assigned by Party committees.

Continuous, real-time monitoring
Since the implementation of Resolution No. 11-NQ/TU issued by the Hai Phong Party Committee on strengthening leadership and direction to achieve average annual GRDP growth of at least 13% in the final six months of 2026 and throughout the 2026-2030 period, the 20th of every month has become a regular reporting deadline for Le Thi Bich Ngoc, Head of the Economic Division of the Kien An Ward People's Committee, and her colleagues. On this day, they review, compile and update progress on eight key tasks under the Action Plan of the Party Committee of the Ward People's Committee.
According to Nguyen Phong Doanh, Chairman of the Ward People's Committee, the Ward Party Committee and People's Committee closely monitor, inspect and evaluate progress toward targets for budget revenue, project implementation and public investment disbursement, administrative reform, and improvements to the business and investment environment. This process helps clarify the responsibilities of lead and coordinating agencies and units, while bringing collective expertise into play to propose solutions and remove obstacles. Immediately after the report is reviewed and approved by the Standing Board of the Ward Party Committee, it is uploaded to the Hpnet management and operations software system before the 25th of each month.
Commenting on the review, compilation and updating of progress on tasks under Resolution No. 11-NQ/TU through the management and operations software system, Nguyen Trong Nghia, Head of the Digital Transformation and Cryptography Division of the Office of the City Party Committee, said that the implementation of tasks assigned under the Conclusion Notices of the Standing Committee of the City Party Committee is updated daily for members of the Standing Committee to monitor developments and provide real-time direction.

Monitoring and follow-up on corrective actions taken by local authorities after review sessions have also produced clear improvements. For example, in Quyet Thang Commune, local budget revenue stood at 74.2% of the annual estimate following the August review. By the end of September 2026, however, this figure had risen to 118.6%, exceeding the target by VND 44 billion.
Innovation, connectivity and efficiency
According to a report by the Office of the City Party Committee, tasks assigned by the City Party Committee and its Standing Committee, Standing Board, Secretary and Deputy Secretaries to the city Party commissions and agencies, subordinate Party committees, and Party committees of communes, wards and special zones have now been entered into the Hpnet software system for progress monitoring.
In particular, the system promptly issues notifications for tasks approaching their deadlines and those that are overdue, enabling follow-up and the compilation of reports. It also displays task implementation progress on the IOC system, allowing city leaders to stay informed and provide timely direction.

The IOC has integrated data on 24 indicators from departments and agencies into its monitoring dashboard. It is gradually shifting toward practical operational support through data-driven analysis and monitoring of areas such as site clearance, budget revenue and expenditure, public investment disbursement, and the management of civil servants and public employees.
According to Nguyen Manh Thang, Deputy Chief of the Office of the City Party Committee, the increased application of science, technology and digital transformation in task management, including data-based management, real-time progress tracking, and early warnings of delayed or potentially delayed tasks, has provided timely support for the leadership, direction and administrative operations of city leaders, departments, agencies and local authorities.
The results achieved over the past time demonstrate that digital transformation software applications are helping city leaders renew their approach to leadership, direction and administration in a more hands-on, comprehensive, decisive and results-oriented manner.
