1. A historic milestone: merger of Hai Duong province and Hai Phong city

July 1, 2025 marked a historic milestone as Hai Duong Province and Hai Phong City were merged into a single administrative unit in accordance with the Resolution of the National Assembly. The new Hai Phong City, with a natural area of ​​3,194.72 km2 and a population of 4,664,124 people, comprising 114 communes, wards, and special zones, rose to 3^rd place nationwide in terms of economic scale, becoming a dynamic megacity and affirming its role as a strategic growth pole for the country. Also, from July 1st, 2025, along with the whole the country, Hai Phong city officially implemented a two-level local government model with the goal that the commune level authorities are no longer limited to an administrative unit handling administrative procedures, but also become drivers for local, creating a favorable environment for citizens and enterprises.

2. National Assembly approves establishment of Hai Phong Free Trade Zone

On June 27, 2025, the Chairman of the National Assembly signed Resolution No. 226 on piloting some special mechanisms and policies for the development of Hai Phong city, including the establishment of a Free Trade Zone with unprecedented superior mechanisms and policies, such as preferential corporate income tax rates, visa exemption and long-term temporary residence permits for experts and their families, and maximally simplified investment procedures. The Congress adopted a Resolution with 29 main targets, 5 strategic breakthroughs, and 11 key tasks, with the focus on building a streamlined Party and political system; strongly accelerating the digital economy, green economy, and circular economy; and transforming Hai Phong into a modern, civilized, and livable industrial port city in Southeast Asia.

4. Innovation in Party building, political system, and mass mobilization

A notable achievement in Hai Phong city's Party building was the spirit of unity and solidarity throughout the Party organization. After the merger, the close cooperation and solidarity between cadres, Party members, and the people of the two former localities was consolidated, generating strong momentum from the city level to the grassroots.

The Party's leadership methods were enhanced and reformed, with strict adherence to the principle of democratic centralism, clear assignment of responsibilities, tasks, timelines, authority, and performance targets. The year 2025 also witnessed the success of the First Congress of the Vietnam Fatherland Front of Hai Phong City, term 2025-2030, and the Congresses of socio-political organizations of the city.

5. Hai Phong ranks among top three nationwide for economic development

In 2025, Hai Phong maintained double-digit GRDP growth, estimated at 11.81%, 1.47 times higher than the national average growth rate, ranking second nationwide and becoming the only locality in the country to maintain double-digit growth for 11 consecutive years.

Total state budget revenue was projected to exceed VND 187,000 billion, equivalent to 127% of the central government's assigned target, an increase of 23.1% year-on-year. Domestic investment attraction records a breakthrough of over VND 371 trillion, an increase of 8.3 times compared to the same period.

The cargo throughput at the port system for the whole year is estimated at 213 million tons, up 12% year-on-year. The city attracted 14.43 million tourists, a rise of 23.4% compared to 2024. Export turnover totaled USD 50.14 billion, exceeding the annual plan target.

6. Hai Phong successfully hosts major socio-economic, cultural, and sports events

In 2025, Hai Phong successfully organized the third meeting of APEC Business Advisory Council (ABAC III), attended by around 250 delegates from 21 APEC economies. Within the framework of ABAC III, at the investment promotion conference themed "Hai Phong - Strategic Destination of the New Era," the city awarded Investment Registration Certificates to 32 approved projects and signed 7 Memoranda of Understanding on cooperation, with total registered and committed capital exceeding 15.6 billion USD. After 7 years in the national top 10, in 2025 Hai Phong surged to the top of the Provincial Competitiveness Index (PCI) rankings. With this result, Hai Phong maintains its leading position nationwide in 4 indices: the Provincial Competitiveness Index (PCI), the Public Administration Reform Index (PAR Index), the 2024 Satisfaction Index of Citizens with Public Administration Services (SIPAS), and the Provincial Green Index. Hai Phong is also the first locality in the country to achieve "green" status on the Resolution No. 57 implementation monitoring map, with all 114 commune-level units completing all 108 criteria to reach "green" status.

In 2025, marking major national holidays, Haiphong city held groundbreaking and innauguration ceremonies for 37 works and projects with a total capital of nearly 80,000 billion VND, contributing to perfecting infrastructure, expanding development space, promoting economic growth, and ensuring social welfare. Additionally, the city broke ground on engine projects such as the Tan Trao Industrial Park Infrastructure Investment Project (Phase 1) and the Hai Phong LNG Thermal Power Plant Project. These are two national key projects expected to become strategic drivers, helping position Hai Phong as a new national growth pole.

In 2025, Hai Phong continued to make its mark on the world heritage map when the Yen Tu - Vinh Nghiem - Con Son, Kiep Bac Historical Site and Landscape was inscribed by the United Nations Educational, Scientific and Cultural Organization (UNESCO). This is Vietnam's second inter-provincial world heritage site, alongside the Ha Long Bay - Cat Ba Archipelago World Heritage Site.
