Delegates attending the first Party Congress of Hoa Binh ward, Hai Phong city, has approved a resolution with 22 targets, 2 main task and solution groups, and 3 breakthrough stages for the 2025–2030 period.
On the morning of August 11, the Party organization of Hoa Binh ward held its first Congress for the 2025–2030 term.
In his directive speech at the Congress, Head of the city Party Committee’s Inspection Commission Vu Hong Hien praised the serious and thorough preparation for the Congress.
He emphasized that, following the merger of Hai Phong city and Hai Duong province, Hoa Binh ward now has a large natural area and a high population, and is located close to the city’s administrative and political center. These are favorable conditions for the ward’s rapid and sustainable development.
The Head of the Inspection Commission suggested that the Party organization promptly review the ward’s spatial development plans in line with the city’s master plan. The ward should actively attract business investment to develop its economy toward industry–services–commerce, and make good use of its cultural, historical, and landscape assets to develop cultural tourism.
He also called for continued acceleration of administrative reform to improve the quality of administrative services for residents and businesses, alongside attention to social welfare, public health, education quality, and the people’s cultural and spiritual life.
Delegates attending the Congress approved a resolution with 22 targets, 2 main task and solution groups, and 3 breakthrough stages for the 2025–2030 period. These include increasing annual State budget revenue in the ward by an average of 13–15%; shifting the economic structure toward commerce–services; achieving a minimum of 98% disbursement of public investment each year; and meeting the basic standards of a civilized urban area by 2030.
