Telecommunications firms in Hai Phong are actively expanding 5G infrastructure, laying the groundwork for a digital economy and a digital society.
The Politburo’s Resolution No. 57 on a breakthrough in science and technology, innovation and national digital transformation identifies digital transformation as a key driver to accelerate the country’s industrialization and modernization in the new period. The resolution states that digital infrastructure must take the lead and serve as the foundation for developing the digital economy, digital society and digital government.
To implement the Politburo’s Resolution No. 57, the city has paid a special attention to developing digital infrastructure, especially 5G networks. The municipal government has organized numerous seminars on 5G technology and showcased 5G applications in science, logistics and industry. The city has also coordinated with major telecom operators such as Viettel, Mobifone and VNPT to accelerate infrastructure investment, meet coverage requirements in priority zones and gradually expand network coverage across the city.
Alongside infrastructure expansion, telecom companies have stepped up public outreach to introduce 5G advantages in residential areas and crowded public venues, giving residents and businesses opportunities to try services firsthand. At the same time, carriers are developing tailored connectivity solutions to meet specific needs for speed, connection density and integration, supporting businesses in management, operations and production. These efforts form an important foundation for enterprises’ digital transformation and for growth of the digital economy and society.
Considering support mechanisms for operators
According to Hai Phong’s Digital Infrastructure Development Plan for 2026–2030, the city aims to achieve 100% population coverage by 5G mobile broadband by 2030. The plan also calls for building telecom infrastructure capable of supporting future trials of 6G mobile networks.
Achieving full 5G coverage by 2030 will require coordinated action from authorities, telecom operators and the people. To help operators accelerate infrastructure investment, the city is studying measures under National Assembly’s Resolution No. 193/2025/QH15 dated 19 February 2025 on piloting certain special mechanisms and policies to create breakthroughs in science, technology, innovation and national digital transformation. Based on that framework, the city is considering suitable financial support policies for companies deploying 5G infrastructure.
At the same time, Hai Phong city has ordered stepped-up communication and dissemination about the characteristics and service capabilities of high-quality fixed and mobile broadband such as 5G and 6G, so organizations and individuals can understand demand and make effective use of the networks. The authorities will also facilitate telecom firms’ deployment of digital applications on 5G platforms across agencies, units, businesses and many socio-economic sectors, thereby improving investment efficiency and meeting the city’s comprehensive digital transformation needs.
