The ‘smart hamlet’ model is being effectively implemented in many localities across Hai Phong city, bringing about clear changes in infrastructure development, technology application, and the quality of life.
In Mo Trach hamlet, Duong An commune in the western part of Hai Phong city, the rural landscape has been constantly changing. Lining both sides of the road to the hamlet are closely packed shops selling everything from clothes to food, beverages, and household goods, making it feel like a “urban street within the village.”
The hamlet has 950 households with 3,345 residents and advantages in service development, with many households opening retail shops. A few months ago, Tran Thi Yen placed QR code signs on her store shelves to facilitate cashless payments, eliminating the hassle of finding change or small denominations for customers.
Vu Dinh Tam, Secretary of Party Cell No. 1 and Head of Mo Trach hamlet, said this was just one of many positive changes brought about by the “smart hamlet” model. With a mobile phone, village officials can now monitor local security through a surveillance camera system installed along main roads and public areas. This system is integrated with the commune’s security management network, helping ensure public safety and order.
The hamlet cultural house is equipped with free high-speed Wi-Fi, enabling residents to access diverse information sources, read books and newspapers, and connect during meetings.
The hamlet has also invested in a smart broadcasting system using information and telecommunications technology to ensure that all residents receive common updates from the hamlet and commune.
In Ky Son hamlet, Kien Hung commune in the east of the city, the drive to build a smart hamlet has helped reshape the rural landscape, enabling the locality to meet the model new-style rural criteria in 2023.
All roads to the hamlet are lit, with flowers and greenery planted along both sides, creating a clean, open environment. The hamlet has no poor households, and over 90% of residents use 5G-connected smartphones.
The hamlet’s community digital technology team operates effectively, visiting households to guide and support residents in using social media platforms, making online payments for electricity and water, shopping online, and accessing public services.
Residents are not only the core force in building smart hamlets but also the primary beneficiaries of the movement. This mindset has helped localities tap into collective strength. People actively contribute by donating land to widen roads, renovating their homes, building cultural families, and investing in machinery and modern technology for production.
The movement to build model new-style rural areas, including the “smart hamlet” model, has given a new look to many localities such as Mo Trach and Ky Son, turning them into desirable places to live.
In smart hamlets, not only is infrastructure upgraded, but a more civilized lifestyle is also taking shape. Weddings and funerals are organized more simply and economically, with outdated customs removed while preserving meaningful traditions and rituals.
After more than four years of model new-style rural building, Hai Phong has become a national highlight with comprehensive changes in the rural landscape. Transformation is seen not only in infrastructure and public works but also in the material and spiritual life of residents. A survey conducted at the end of 2024 showed that over 90% of residents in 22 western communes were satisfied with the results of the enhanced and model new-style rural building; in the eastern communes, this rate reached over 99%.
