The Politburo’s Resolution No. 23-NQ/TW creates opportunities for Hai Phong to mobilize the resources of overseas Vietnamese and engage them in the city's development.

Unlocking overseas Vietnamese’s potential
Hai Phong has a valuable resource in its citizens who are living, studying and working abroad. Numbering nearly 135,000, they can contribute in many areas, from investment capital, knowledge and technology to management experience and international networks.
The Politburo’s Resolution No. 23-NQ/TW provides a basis for Hai Phong to further renew its approach. According to Le Van Quy, Chairman of the Hai Phong Association for Liaison with Overseas Vietnamese, the resolution marks an important shift in thinking by recognizing overseas Vietnamese as a national resource while highlighting the need to build more effective connection networks. This shift has attracted positive attention and support from the community. Beyond calls for contributions, overseas Vietnamese want favorable mechanisms that allow them to make the most of their capabilities and participate directly in their homeland's development.
As a major maritime economic center with vibrant international trade, Hai Phong has great demand for technology, high quality workforce, management experience and market connections. These are also areas in which overseas Vietnamese can leverage their strengths.
Those working in advanced scientific environments can connect experts, support training and facilitate technology transfer. Businesspeople can introduce partners, expand markets and attract investment. Beyond providing capital, overseas Vietnamese can also serve as bridges for knowledge, helping local businesses and authorities access new cooperation opportunities.
Connecting investment and spreading culture
Experience in Hai Phong shows that engaging overseas Vietnamese is not a new task, but the need to maximize their contributions has taken on greater importance. Previously, the City Department of Foreign Affairs worked with the Association for Liaison with Overseas Vietnamese and relevant agencies to develop a project studying the community's potential. Categorizing overseas Vietnamese by age, qualifications, capabilities, professional fields and country of residence provides a basis for targeted engagement that meets the city's specific needs.

According to the city's report, remittances transferred to Hai Phong through the banking system totaled USD 240 million in 2025 and USD 104.38 million in the first six months of 2026. As of 2025, the city had 39 investment projects by overseas Vietnamese, with total valid registered capital exceeding USD 155 million.
According to Tran Thi Quynh Trang, Director of the Department of Foreign Affairs, Hai Phong has established relations with more than 130 countries and territories, maintained friendly cooperation with 31 foreign localities, and attracted nearly 60 international organizations and non-governmental ones operating in the city. This network creates opportunities for Hai Phong to draw on overseas Vietnamese as bridges for promoting the city's image, presenting cooperation opportunities and fostering people-to-people exchanges.
At a meeting with the Hai Phong Expatriate Association in Moscow and people from the city living, studying and working in Russia on September 8, Le Ngoc Chau, Member of the Party Central Committee, Secretary of the Hai Phong Party Committee and Head of the City National Assembly Delegation, encouraged businesspeople to explore investment, production and business opportunities in their hometown.
The Secretary of the City Party Committee affirmed that Hai Phong always listens to and values the concerns, aspirations and thoughtful proposals of overseas Vietnamese. The city will continue to strengthen connections, provide information and create favorable conditions for them to invest, conduct scientific research, transfer technology, preserve cultural identity and participate in social welfare activities.
For Hai Phong, unlocking the resources of overseas Vietnamese means more than attracting investment or mobilizing individual contributions. It also involves building an extensive cooperation network that connects knowledge, experience and affection to the homeland with specific development needs.
By engaging Hai Phong's overseas community, supported by the connecting role of the Association for Liaison with Overseas Vietnamese and practical cooperation mechanisms, the city can further harness the strength of unity, expand international cooperation and mobilize resources for its next stage of development.
