Secretary of Hai Phong City Party Committee Le Tien Chau requested relevant authorities and investors to create favorable conditions for residents to access social housing policies.

On the morning of January 7, Mr. Le Tien Chau, Member of the Party Central Committee, Secretary of the City Party Committee, and Head of Hai Phong National Assembly Delegation, conducted a field inspection, listened to reports on solutions to address traffic congestion, and checked the progress of several social housing projects.
Joining the working delegation were Mr. Le Anh Quan, Member of the Standing Committee of the City Party Committee and Standing Vice Chairman of the City People’s Committee; Major General Bui Quang Binh, Member of the Standing Committee of the City Party Committee and Director of the Hai Phong Public Security, along with leaders of relevant departments, sectors, and units.
Reviewing urban traffic “bottlenecks”
The city leaders inspected the railway crossing along Tran Nguyen Han Street.
According to a report by the Department of Construction, when east–west trains operated through this area and other crossings during peak hours, traffic congestion lasted from 15 to 25 minutes, while normal travel time was only 2 to 3 minutes.
The Department of Construction proposed reorganizing train operations, adjusting passenger pick-up and drop-off activities to Thuong Ly Station in order to reduce traffic pressure in the central area.

Mr. Le Tien Chau, Secretary of the City Party Committee, inspected the Truong Chinh – Bui Vien intersection. This area frequently experienced traffic congestion during peak hours.
Functional forces were monitoring traffic volumes and adjusting the signal cycle times and phases to better reflect actual conditions.
In the long term, the city had approved plans to upgrade this intersection as part of the Investment Project for the construction of a road connecting National Highway 5 and National Highway 10 through the former Kien An District.
Accelerating progress and ensuring transparency in social housing
On the same morning, Mr. Le Tien Chau, Secretary of the City Party Committee, visited the Dong Hoa social housing project and the Trang Cat social housing project.
At these projects, he listened to reports on construction progress, the process of receiving and reviewing applications for social housing, and the difficulties and issues that had arisen in practice.

According to a report by the Department of Construction, under Decision No. 444 of the Prime Minister, during the 2021–2030 period, Hai Phong City was assigned a target of completing 49,400 social housing units.
In 2025 alone, the city completed 10,775 units, exceeding the assigned target by 10,694 units. Currently, the city has, is implementing, and plans to implement 49 social housing projects with a total of 59,334 units, providing a foundation for achieving the social housing development goals for the entire period.

Based on the reports and inspections, Mr. Le Tien Chau, Secretary of the City Party Committee, requested relevant authorities and project developers to continue to accelerate progress while ensuring construction quality; at the same time, he called for simplified administrative procedures, increased transparency, and easier public access to information, creating favorable conditions for residents to access social housing policies and ensuring that the benefits reach the right beneficiaries and meet social welfare objectives.
The Department of Construction took the lead, coordinating with relevant departments and agencies to compile all on-site directives, complete the report, and advise the City People’s Committee on comprehensive and feasible solutions to address traffic congestion and remove difficulties for social housing buyers in the city.
