Hai Phong has been assigned the highest economic growth target in Vietnam for the 2026-2030 period, with average gross regional domestic product (GRDP) growth of 13-14%, under a National Assembly resolution on the country's five-year socio-economic development plan.

The resolution, adopted at the first session of the 16th National Assembly, sets Hai Phong's GRDP growth target at 13-13.5% in 2026 and an annual average of 13-14% for 2026-2030, the highest among all provinces and centrally - run cities.
Bac Ninh ranks next with a 2026 growth target of 12.5-13% and an average of 10% for the period, while Quang Ninh is tasked with achieving 13% growth in 2026 and 11-12% annually over the five years.
Hanoi has been assigned a 2026 target of 10-10.5% and an average of 10.5-11% for the period. Ho Chi Minh City is targeted to post 10% growth both in 2026 and across 2026-2030.
Hai Phong's first Party Congress for the 2025-2030 term set a goal of annual GRDP growth of at least 13% during 2026-2030, with efforts to reach 14%. The industrial and construction sector is projected to expand by 15.2% annually, services by 10.9%, agriculture, forestry and fisheries by 2%.

GRDP per capita, at current prices, is projected to reach USD 11,247 by 2030.
In the first quarter of 2026, Hai Phong's GRDP was estimated at VND 112.764 trillion, up 11.21% year-on-year, compared with the city's 12% growth target. For the second quarter, the city is targeting growth of 13.54%.
The National Assembly's five-year socio-economic development plan for 2026-2030 aims for average annual GDP growth of at least 10%, while maintaining macroeconomic stability, controlling inflation, ensuring major economic balances, and comprehensively improving living standards.
The goal is for Vietnam to become, by 2030, a developing country with modern industry, upper-middle income status, and a place among the world's 30 largest economies. GDP per capita is targeted at USD 8,500 by 2030.
