The Hai Phong People’s Council has approved the recovery of nearly 1,226 ha of land for 49 projects and works following the city's recent merger with Hai Duong province.
A resolution on land recovery for various projects across Hai Phong city was adopted at the 29th session (mid-2025 regular meeting) of the city People’s Council.
Accordingly, the council approved a list of 49 projects and works requiring land recovery in 2025, with a total area of nearly 1,226 ha.
The resolution also included adjustments to the scope and size of land recovery for four projects located in Thai Son commune, An Lao district (now An Khanh commune); Quang Trung commune, An Lao district (now An Quang commune); Thien Huong, Le Ich Moc wards, and Viet Khe commune; as well as Kinh Mon ward.
Some major projects requiring large-scale land recovery include the Hoang Dieu Industrial Park Infrastructure Development and Operation Project, with 250 ha of land to be reclaimed in Gia Loc and Gia Phuc communes; the Tran Duong – Hoa Binh (Zone A) Industrial Park Infrastructure Development and Operation Project, which will reclaim 207.95 ha of land in Nguyen Binh Khiem commune; and the Thuy Nguyen Industrial Park Infrastructure Development and Operation Project, involving the recovery of 204 ha of land across Nam Trieu, Hoa Binh, and Bach Dang wards.
The city People’s Council tasked the city People’s Committee with directing relevant departments and units to implement the resolution in accordance with regulations. Land recovery and land-use conversion are to be carried out only when the projects meet all legal conditions and procedures, ensuring transparency, efficiency, and alignment with intended purposes, while avoiding losses to public assets and State budget, and preventing land waste.
Authorities are also required to review the current status of land use and remove from the list any unfeasible projects or those whose land has already been reclaimed or converted. At the same time, the city must prepare investment plans, select investors, and implement projects in line with legal regulations.
