Hai Phong targets 13% GRDP growth in 2026

Hai Phong aims to maintain high growth momentum, make full use of its special mechanisms, expand new development space and target GRDP growth of about 13% in 2026.

Impressive results

According to a report on the implementation results of the 2025 socio-economic development plan presented by the Party Committee of the Hai Phong People’s Committee at the city Party Committee conference on November 29, despite the slow global recovery, complex geopolitical factors and fluctuations in global supply chains, Hai Phong continued to sustain strong growth in 2025.

The city’s GRDP growth rate is estimated at 12.35%, exceeding the target assigned by the Government (12.2%) and marking the 11th consecutive year of double-digit growth. This result affirms the resilience and adaptability of the city’s economy in the new period after its merger with Hai Duong province.

The economic structure continued to shift toward modernization, with industry–construction and services accounting for about 89% of GRDP. The index of industrial production (IIP) is estimated to rise by 15.7%; notably, high-tech industrial products account for 61.5% of the manufacturing and processing sector. This provides an important foundation for attracting investment to high value-added, energy-efficient and environmentally friendly industries.

State budget revenue is estimated at 187.7666 trillion VND, equal to 127.4% of the target assigned by the Central government and up 23.1% year-on-year. Domestic revenue is estimated at 100 trillion VND, equal to 133.9% of the target, up 30.8%; revenue from import–export activities is estimated at 83.25 trillion VND, equal to 125%, up 15.9%. Total social investment is estimated at 321 trillion VND, up 15.6%, accounting for 42.9% of GRDP. FDI attraction is estimated at 3.8 billion USD and domestic investment, 371.656 trillion VND, 8.3 times higher than the same period last year.

Services and tourism showed clear growth; the city welcomed 14.43 million tourist arrivals, up 23.4%. In seaport and logistics services, cargo throughput reached 213 million tons, up 12.1%; revenue from transport, warehousing and transport support services amounted to 172.744 trillion VND, up 14.6%.

Alongside economic performance, Hai Phong’s cultural and social sectors continued to see positive progress. The education sector accelerated school infrastructure solidification, raising the proportion of solid classrooms to 96.7%; the rate of nationally standardized schools is estimated at 77.5%.

The health sector maintained good disease surveillance capacity and deployed various advanced techniques. Social welfare was ensured, with about 98,500 people gaining employment and more than 100 job-transaction sessions held across the city. National defense, security and social order continued to be maintained, providing a stable foundation for development.

Notably, Hai Phong for the first time simultaneously toped all four major national indices: the Provincial Competitiveness Index (PCI), the Public Administration Reform Index (PAR Index), the Satisfaction Index of Public Administration Services (SIPAS) and the Provincial Green Index (PGI). This reflects strong reform efforts by the city authorities and provides a basis for attracting high-quality investment in the coming period.

In 2025, the National Assembly adopted Resolution 226/2025/QH15 on piloting special mechanisms and policies for Hai Phong. This marks a significant milestone, opening new institutional space, increasing decentralization and allowing the city to actively mobilize resources and develop special economic models. Based on this resolution, the city has completed the establishment of a free trade zone and submitted to the Prime Minister for approval the establishment of a specialized economic zone, one of the pioneering models in Vietnam designed to attract strategic investors, especially in high-tech and international trade.

The city has also adjusted the master plan of Dinh Vu – Cat Hai Economic Zone to 2045 and carried out its plan for the Southern Coastal Economic Zone, creating new development space associated with seaports, logistics, urban areas and green industries.

Targeting 13% GRDP growth in 2026

The year 2026 is expected to see continued global uncertainties; however, stable domestic macro-economic conditions provide an important basis for Hai Phong to set new growth targets.

The city aims for high and sustainable growth, with science, technology and innovation at the center. Hai Phong will maximize the effectiveness of its special mechanisms; develop synchronous strategic infrastructure; and build the city into a modern, civilized, ecological industrial port city, a leading national center of marine economy, high-quality tourism, services, logistics and clean energy.

The two-tier local government model will be operated efficiently, ensuring streamlined, effective and high-performing administration. The city will expand regional linkages, enhance external relations and strengthen its international standing.

Key targets for 2026 are clearly defined: GRDP growth (2010 constant prices) of about 13%; GRDP per capita (current prices) of 7,944.5 USD; the digital economy accounting for 31% of GRDP; IIP growth of 15.5%, aiming for 16%; processing and manufacturing accounting for 45.8% of GRDP; and high-tech industrial products accounting making up 63% of the processing and manufacturing sector.

State budget revenue in 2026 is targeted at 194.882 trillion VND, including 103.166 trillion VND in domestic revenue and 84.2 trillion VND from import–export activities. Total disbursed investment is targeted at 363 trillion VND; export turnover at 52 billion USD; cargo throughput at about 238 million tons; and FDI attraction between 3.8 and 4.3 billion USD. The number of active enterprises is projected at 60,195, with about 7,500 newly established firms.

The city also targets 16.08 million tourist arrivals; the share of trained workers with certificates at 39%; completion of 7,135 social housing units; and 95% of urban solid waste, 90% of rural solid waste and 32.63% of urban wastewater treated to standards.

To achieve these goals, Hai Phong will focus on strongly renewing the growth model and restructuring the economy toward modernization and sustainability. The city will prioritize industrial production, accelerate major industrial projects, and develop ecological industrial clusters and new industrial parks and clusters in the Southern Coastal Economic Zone and the specialized economic zone. It will implement a supporting industry development program, revive shipbuilding, and strengthen linkages between domestic and FDI enterprises.

The city will promote modern logistics, trade and seaport services; implement a plan to turn Hai Phong into an international logistics center; develop green and smart ports; expand air routes; and build specialized tourism products to effectively tap marine and cultural tourism potential.

Hai Phong will continue to improve its investment environment; streamline land – investment – construction procedures; expand digitalization; maintain and enhance PCI, PAR Index and SIPAS; strengthen business community engagement; and improve the legal framework to remove bottlenecks under Resolution 66-NQ/TW.

The city will continue investment promotion, attract major corporations, expand markets and strengthen international cooperation.

It will focus on effective resource management, promote green transition and carbon reduction, expand waste-collection and treatment systems, implement wastewater treatment and waste-to-energy projects, reinforce sea dykes and strengthen coastal protection forests.

Hai Phong will continue to advance culture and human development; preserve and promote heritage; organize major cultural events; ensure social welfare; develop the labor market; and expand social insurance coverage.

In national defense, security and external affairs, Hai Phong will strengthen its defensive posture, ensure security and social order, combat crime and implement Project 06. The city will strongly develop economic and technology diplomacy, promote ODA attraction, expand international cooperation and actively enhance regional linkages with Ha Noi, Quang Ninh and other Red River Delta localities, reinforcing the growth role of the Ha Noi – Hai Phong – Quang Ninh economic triangle.
