Hai Phong asserts new position with breakthrough in GRDP

Despite unpredictable global economic and pandemic challenges in the past term, Hai Phong city and Hai Duong province still maintained high growth rates, firmly staying among the nation’s leaders.

Resolute reform, breakthrough growth

During the 2020–2025 term, Hai Phong city and Hai Duong province not only sustained strong growth despite general difficulties but, more importantly, also demonstrated clear innovation in leadership and governance.

The Party committees of both localities remained steadfast in their goals while flexibly pursuing new directions such as administrative reform, attraction of high-quality investment, and unlocking of resources from industrial parks and economic zones.

As a result, by the end of 2024, Hai Phong had marked 10 consecutive years of double-digit growth in gross regional domestic product (GRDP), with an estimated average annual growth of 11.39% in the 2021–2025 period, and Hai Duong had achieved an average growth of 9.8% annually during the same period, among the highest in the country.

The boom in industrial parks and clusters, including 6 new industrial parks and 11 clusters in Hai Phong and 6 new industrial parks and 24 clusters in Hai Duong, expanded modern production space, attracting unprecedented FDI flows of 20.2 billion USD into Hai Phong and 3.85 billion USD into Hai Duong.

The FDI sector within industrial parks and economic zones contributed over 43.7% of GRDP, reflecting the appeal, dynamism, and innovative spirit of the two localities in an increasingly competitive global environment.

This growth momentum also drove notable changes across many areas. Hai Phong’s total budget revenue for 2021–2025 exceeded 543.6 trillion VND, with an average annual increase of 7.06%; Hai Duong reached 125.994 trillion VND, growing 13.3% annually. These vital financial resources enabled the two localities to invest in urban development and transport infrastructure, and ensure social security policies.

By the end of 2024, Hai Phong had eliminated poverty, while Hai Duong sharply reduced its poverty rate, aiming for zero poverty across the newly merged city by 2028. These results show that economic development not only generates material wealth but also directly improves people’s quality of life, a clear testament to the human-centered growth goal consistently pursued by the Party committees of the two localities.

Strategic breakthrough driving new growth momentum

The merger of Hai Phong and Hai Duong not only expanded administrative boundaries but also synergized socio-economic strengths, elevating the port city to third place nationwide in economic scale, with a population of more than 4.6 million.

The system of 24 industrial parks and 71 clusters after the merger provides vast development space, creating enormous potential for high-tech industries, seaport services, logistics, and tourism.

The draft political report for the first Congress of the city Party Committee for the 2025–2030 term sets ambitious targets: average annual GRDP growth rate of 13% or more in 2026–2030; per capita GRDP (current prices) of 11,247 USD by 2030; total factor productivity contributing 60% to GRDP by 2030; the digital economy accounting for over 35% of GRDP; and industrial production index growth averaging 15.5 – 16.5% annually.

From there, Hai Phong aims to develop into a modern, smart, ecological, and worth-living port city, leading the country in industrialization, modernization, digital transformation, green transition, and innovation. It strives to become the national maritime economic hub and a leading seaport logistics center in Southeast Asia, while also serving as a regional center for education and training, scientific and technological research and application, clean energy, and marine tourism. The material and spiritual lives of its citizens will continuously improve, approaching the standards of leading regional cities.

The city’s achievements provide a solid foundation for confidence that the city will realize its aspiration to become a modern, smart, ecological, and livable port metropolis of regional stature, contributing ever more to the nation’s development.

The remarkable GRDP growth of 2020–2025 not only reflects strong economic momentum but also demonstrates innovative leadership, steadfast action, and the consensus of the political system, business community, and citizens.
