Multiple policies are supporting small- and medium-sized enterprises, creating a stronger foundation for Hai Phong to achieve its target of having 87,000 active businesses by 2030.

Figures on newly established businesses show positive changes in Hai Phong’s private sector. In the first seven months of 2026, the city recorded 4,827 newly established enterprises, up 19.69% year on year, bringing the city closer to its target of 7,500 new businesses in 2026.
For most small- and medium-sized enterprises (SMEs), the first few years of operation are usually the most difficult. Therefore, support policies for this sector are being implemented in a more coordinated manner. Resolution No. 198/2025/QH15 of the National Assembly stipulates that SMEs registering for the first time are exempt from corporate income tax for three years. From the beginning of 2026, the business license fee was also abolished. In addition, SMEs are entitled to support in digital platforms, accounting software, legal consultancy and management training.
Access to capital is also being expanded. The SME Development Fund provides loans to SMEs, including startups. Businesses in the private sector, as well as business households and individuals, are also eligible for an annual interest-rate subsidy of 2% when borrowing to implement green and circular projects and apply ESG standards.
The city has implemented a plan to provide legal support to SMEs and business households and established working groups at the grassroots level to assist business households in converting into enterprises.
Thus, support policies are not limited to encouraging businesses to enter the market but also aim to help them overcome the initial stage, gradually stabilize operations and grow.
Building strength for the long term
Hai Phong aims to have 87,000 active businesses by 2030 and 60,195 in 2026 alone. The city also aims to have an average of 9,200 newly established enterprises each year during the 2026 – 2030 period.
The industrial, logistics, seaport and high-tech sectors, along with new development space from the Free Trade Zone, are creating more opportunities for Hai Phong businesses. To participate more deeply in value chains, SMEs need capital, technology, human resources and the ability to connect with large businesses.
SMEs are entitled to a reduction of at least 30% in land sublease payments during the first five years from the date of signing land lease contracts with infrastructure developers of industrial parks, industrial clusters and technology incubators. In addition, policies on training, digital transformation and business connectivity are creating further conditions for the sector to improve its competitiveness.
The city is focusing on strengthening connections between Hai Phong businesses and foreign enterprises, between FDI enterprises and domestic businesses, while supporting SMEs in improving productivity, quality, innovative startups and digital transformation.
At the Vietnam Private Economic Forum 2026, held in Hai Phong in early June, Vice Chairman of the City People’s Committee Tran Van Quan said the city would continue to focus on administrative reform, resolving difficulties and obstacles, developing strategic infrastructure, supporting digital and green transformation, and promptly addressing recommendations from the business community.
