Innovative approaches to mobilization and partnership-building are helping Hai Phong make more effective use of social resources and extend welfare support to people in need.
New approaches to mobilizing, connecting and using resources are helping socio-political organizations in Hai Phong harness community support and bring more organizations, businesses and individuals together to support welfare initiatives.
Hoang Thi La’s family in An Liet 2 Village, Ha Tay Commune, is one of the households facing severe hardship. The family has been living in a house built 40 years ago that has seriously deteriorated and is no longer safe during the rainy season. La said the family had wanted to rebuild the house for years, but could not afford the estimated construction cost of VND 250-300 million.
“Without the VND80 million in support from the city’s Red Cross Society, my family would not have been able to afford to build a new house,” La said.
In recent years, the Hai Phong Red Cross has gradually renewed its approach to mobilizing social resources, focusing on improving the quality of support while expanding its reach. According to Nguyen Thi Hong Gam, Vice Chairwoman of the city’s Red Cross, support for families in need has increased from VND50 million to VND80 million per house.
Since the beginning of 2026, the city’s Red Cross has launched the construction of and provided funding for 18 Red Cross Houses, with a combined value of more than VND1.4 billion.
The Red Cross has focused on expanding its network of partners and proactively working with them to agree on the scope and form of support. These include the Phan Thi Tam Scholarship Fund, Tam Thien Charity Fund, Tam Thien Duc Charity Group, Prudential Vietnam Life Insurance Co., Ltd., and Hanoi - Hai Phong Eye Hospital.
Alongside external resources, the city’s Red Cross Society has strengthened coordination and made greater use of resources from organizations within the Viet Nam Fatherland Front system.
In early March 2026, the city’s Women’s Union launched the “Sponsor Parents” program to support and care for orphaned children from disadvantaged backgrounds during 2026-2031. It signed an agreement and coordinated with the city’s Confederation of Labor to launch the initiative.
Large-scale campaigns are being used to concentrate resources on social welfare efforts. According to Pham Thi Hang, Vice Chairwoman of the city’s Association for Promoting Education, the association is calling on agencies, organizations, businesses, entrepreneurs, individuals and donors to continue supporting the work through practical action.
The focus is on providing funding, scholarships, learning equipment and other resources for education promotion, talent development and the building of a learning society. Support is also being provided to disadvantaged pupils, students and other learners, while young talent is being encouraged and supported and learning opportunities expanded for people across the community.
The city’s Red Cross is launching the “80 Days of Action for the Community” campaign to coordinate a range of social welfare activities, including livelihood support, healthcare and assistance for vulnerable people.
Bui Manh Phuc, Chairman of the Hai Phong Red Cross, said the campaign would not only make humanitarian activities more professional, with clearer plans, targets, responsibilities, monitoring and evaluation, but also generate broader community engagement.
Nguyen Duc Tuan, Member of the Standing Committee of the Hai PhongParty Committee and Standing Vice Chairman of the Hai Phong Viet Nam Fatherland Front Committee, said socio-political organizations and mass associations assigned tasks by the Party and State should make greater use of digital transformation to mobilize resources, shifting from an approach based mainly on traditional networks to a combination of in-person and online engagement.
