Hai Phong puts people at center of grassroots cultural development

Hai Phong aims to improve the quality of cultural life from the grassroots level by 2030, ensuring residents have greater opportunities to participate in, create and enjoy cultural values.

The Hai Phong People’s Committee has issued a plan to implement the project “Promoting grassroots cultural movements and activities with people at the center” for the 2026 – 2030 period, with the orientation of renewing grassroots cultural activities, strengthening the role of residents as the main actors, and improving the quality of spiritual life.

Under the plan, Hai Phong identifies residents as both the main actors and the center of grassroots cultural movements and activities. Residents will be facilitated to participate in developing, organizing, managing, supervising, creating and enjoying cultural, artistic and physical education and sports activities.

The city encourages residents to propose initiatives and new models and promote their self-governance role in maintaining security and order, protecting the environment, building landscapes and preserving traditional cultural values.

The city aims for more than 95% of households to be recognized or maintain the cultural family title; more than 95% of villages and residential groups to achieve the cultural title; and 100% of residential areas to establish and effectively maintain the “bright - green - clean - beautiful” model by 2030.

In mass sports, more than 45% of the population is expected to participate in regular exercise; and 100% of villages and residential groups are expected to have physical education and sports clubs or culture and sports clubs operating regularly and effectively.

Notably, the plan aims to ensure that 100% of residents have opportunities to access, participate in and enjoy cultural, artistic and public information activities organized by local authorities. The city aims for 80% of residents to develop reading habits and 50% of residents to access and use digital library services.
