Hai Phong City has achieved initial results in implementing green transformation across multiple sectors, while clearly defining orientations for sustainable, modern development in the coming time.

Effective pilots
According to Resolution No. 08-NQ/TU issued on January 29, 2026 by the Hai Phong City Party Committee, the city is piloting various models such as eco-industrial parks, standard wastewater treatment, renewable energy development, green transportation, and circular economy.
Alongside Hoa Lu, Hai Phong has been honoured at the 6th ASEAN Environmentally Sustainable Cities (ESC) Awards and the 5th Certificate of Recognition (COR) ceremony, respectively, held in Langkawi, Kedah State of Malaysia. Previously, in 2024, the city ranked first nationwide in the Provincial Competitiveness Index (PCI) and Provincial Green Index (PGI), laying a crucial foundation for pursuing green growth toward Net Zero by 2050.
Also under this Resolution, Hai Phong will pursue comprehensive green transformation across seven sectors: transportation, industry, energy, construction, agriculture, tourism, lifestyle, and green transformation on the entire Cat Ba Island (part of the Cat Hai Special Zone). Transportation, industry, and Cat Ba Island will serve as the foundation for Hai Phong to expand to other sectors and roll out implementations across localities throughout the city.

Accelerating green industry, attracting international cooperation
Hai Phong has identified green industry development as a core focus for 2026-2030, with orientations to transform industrial parks into eco-models, enhance energy efficiency, and promote cleaner production.
The foundation for this direction was established in the early 2020s, when industrial parks like Deep C and Nam Cau Kien gradually shifted to eco-models.
During a recent working session with the City Party Committee, General Secretary To Lam highly appreciated Hai Phong's outstanding results in administrative reform and public governance, including achievements in the provincial green index.
General Secretary To Lam urged Hai Phong to clearly define its role in the national and Northern Region development structure as a dynamic locality that rises to become a leading growth pole in the North, a high-tech industrial center, world-class logistics hub, modern marine economy center, and a key connector between domestic and international markets.
