Hai Phong has 13 housing projects being implemented under the National Assembly's Resolution No. 171, helping remove obstacles and unlock land resources.

Khu đất 275 Lạch Tray được thực hiện Dự án phát triển nhà ở thương mại theo Nghị quyết 171 của Quốc hội.
The site at 275 Lach Tray is being developed as a commercial housing project under the National Assembly's Resolution No. 171.

Addressing stalled projects and underutilized land

According to Notice No. 137/TB-UBND issued by the Hai Phong People's Committee on October 6, 2026, a 41-hectare site on Pham Van Dong Street in Do Son Ward, managed by Do Son Aquaculture and Tourism Services JSC, has been approved for the development of a complex urban area, with an estimated investment of VND 5.7 trillion. The project is expected to be completed in the fourth quarter of 2032.

This is the largest site on the list of land plots proposed for pilot implementation under Resolution No. 171/2024/QH15 on piloting commercial housing projects through agreements on receiving land-use rights or using land for which land-use rights are already held.

The site was originally used for aquaculture, with land leased on an annual rental basis. For years, aquaculture activities there remained limited and generated low economic returns, resulting in inefficient land use. In implementing the National Assembly's Resolution No. 171, the city directed relevant departments and agencies to review such sites and address obstacles, helping reduce the inefficient use of land. As a result, the 41-hectare aquaculture site was reviewed and deemed eligible for a commercial housing project.

In addition to this site, Do Son Aquaculture and Tourism Services JSC has two other land plots on Nguyen Huu Cau Street included in the list of commercial housing projects under Resolution No. 171: a commercial housing project covering 7.5 hectares with an investment of VND 900 billion and a high-end apartment, commercial and service complex covering more than 3 hectares with an investment of VND 1.5 trillion.

Alongside these projects, in implementation of the Hai Phong People's Committee’s Notice No. 327/TB-UBND dated October 6, 2026, the Department of Agriculture and Environment has recently made public the list of land plots proposed for pilot projects under Resolution No. 171 (Phase 2). These sites cover a total area of more than 61 hectares, with an estimated total investment of VND 11.346 trillion.

Expanding the scope of land conversion

The National Assembly's Resolution No. 171/2024/QH15 allows the pilot mechanism to be implemented nationwide and applies to four groups: businesses acquiring land-use rights; businesses already holding land-use rights; businesses that both hold and acquire land-use rights; and businesses established to carry out projects on land belonging to production and business facilities that must be relocated.

This mechanism expands the range of land types eligible for conversion to commercial housing purposes, including agricultural land, non-agricultural land that is not residential land, and residential land combined with other land types within the same plot.

In Hai Phong, most of the land plots involved in the 13 projects implemented under Resolution No. 171 are currently used for commercial and service activities, offices, warehouses or aquaculture, and already have land-use right certificates.

Duong Dinh On, Deputy Director of the Department of Agriculture and Environment, emphasized that, to ensure the effective implementation of Resolution No. 171/2024/QH15, the department has announced and provided guidance on the registration process for interested organizations.

Organizations can proactively consult publicly available professional guidance documents on the websites of the city, the Department of Agriculture and Environment, the Department of Construction, and the People's Committees of communes, wards and special zones. These include the Housing Development Program, local land-use plans, construction plans and urban plans.

The Department of Agriculture and Environment will coordinate with relevant agencies and units to facilitate the timely registration of interested organizations in accordance with the law.
