The Party Committee of Hai Phong city has called on localities to urgently direct recovery from the impacts of Storm Wipha, ensuring a swift return to normal life, production, and business.
In recent days, Party committees, local authorities, departments, and boards, and sectors across Hai Phong city, along with the military and residents, have been proactively and decisively engaged in response efforts against Storm Wipha, the third to hit Vietnam this year.
Initial reports from localities and units indicate that the city has not recorded any casualties or major damage to residential or business properties because of the storm.
However, due to heavy rainfall and high tides, localized flooding and risks of landslides have occurred in several areas.
In line with Official Dispatch No. 16188-CV/VPTW dated July 22, 2025 from the Office of the Party Central Committee conveying the Secretariat's directive on responding to Storm Wipha, the Standing Members of the city Party Committee has instructed the Party Committee of the city People's Committee to continue closely monitoring post-storm rainfall and flooding; proactively address any arising situations and avoid being caught off guard; and urgently assess damages and direct recovery efforts to promptly stabilize people's lives and business operations.
Reports on damage and recovery progress must be submitted to the Standing Members of the city Party Committee via the committee’s office before 2:00 pm every day.
Party committees of communes, wards, and special zones are tasked with regularly inspecting dike sections deemed vulnerable to landslides or flooding. They must promptly evacuate people and property to safety and respond to emergencies in accordance with the “four on-the-spot” principle. Coordination with relevant forces and residents in recovery and prevention efforts is also essential.
Members of the Standing Board of the city Party Committee will continue inspecting and directing recovery efforts in the areas under their oversight that were affected by Storm Wipha.
