Hai Phong among five localities to benefit early from special incentives for rental housing development

Hai Phong is one of five provinces and centrally-run cities identified for early implementation of special incentive mechanisms aimed at accelerating the development of rental housing. The initiative targets localities with high demand for rental accommodation and is expected to strengthen the supply of affordable and long-term rental housing in the coming years.

The Ministry of Construction is proposing a special mechanism to promote the development of rental housing.

According to the ministry, the upcoming rental housing development program will initially focus on five localities with the highest demand for rental accommodation: Hanoi, Ho Chi Minh City, Dong Nai, Hai Phong, and Da Nang.

At recent meetings, the Prime Minister assigned the Ministry of Construction a number of key tasks, with priority given to completing mechanisms and policies that will facilitate the rapid expansion of the rental housing sector.

The new policies will focus on land and financial incentives, creating favorable conditions for businesses to access land resources and credit capital for the development of rental housing projects.

Regarding technical standards and regulations, the Ministry of Construction is working with relevant agencies to review, revise, supplement, and promulgate appropriate regulations for rental housing, particularly fire prevention and firefighting standards for small- and medium-sized rental housing facilities.

The ministry will also assess rental housing demand among different population groups, as well as the needs of central government agencies, to serve as a basis for planning and resource allocation. Based on these assessments, it will advise the Prime Minister on assigning rental housing development targets to localities nationwide.

In addition, the Ministry of Construction will coordinate with ministries, sectors, and local authorities to study mechanisms for mobilizing, allocating, and utilizing state budget funds and social resources for rental housing development. It will also formulate frameworks for the operation, management, and business activities of rental housing complexes.

The ministry has urged local governments to proactively conduct surveys and assessments of rental housing demand among various groups, including government officials, public employees, members of the armed forces, workers, and students, in order to develop appropriate investment plans and allocate funding accordingly.

Local authorities are also encouraged to review planning schemes, allocate land resources, and develop synchronized technical and social infrastructure to support rental housing construction, particularly in industrial parks and densely populated areas. These projects may be financed through public investment, local housing funds, or private-sector capital.
