As electricity demand continues to rise, Hai Phong's power sector has proactively increased supply capacity and strengthened infrastructure to ensure stable power supply for socio-economic development.
Power infrastructure "one step ahead"
The commissioning of the Tu Minh 110kV substation (Dai An 2) in May 2026 was one of the projects helping increase power supply capacity in the western part of Hai Phong.
The project had a total investment of VND119.2 billion and was implemented in Mao Dien Commune and Tu Minh Ward. It was completed after more than four months of construction, ahead of schedule.
According to Nguyen Huu Huong, Secretary of the Party Committee and Director of Hai Phong Power Company, the project helps ensure stable and safe power supply for industrial parks and residential areas in the western part of the city, particularly loads in Dai An, Dai An Expanded, Tan Truong and Lai Cach industrial parks and surrounding areas.
According to the Department of Industry and Trade, the city has 11 220kV substations with a total capacity of 4,625 MVA. In addition, the An Lao 220kV substation, with a capacity of 2 x 250 MVA, is expected to be commissioned in the fourth quarter of 2026, along with 69 110kV substations with a total capacity of about 6,628 MVA.
In addition to the substations, a number of important transmission projects, including the Hai Phong 500kV Substation, the Hai Phong - Thai Binh 500kV transmission line, the 220kV transmission line from the Hai Phong 500kV Substation to the Gia Loc 220kV Substation, and 110kV grid projects, are being monitored and urged for progress by the Department of Industry and Trade.
Proactively meeting demand
According to the Department of Industry and Trade, in 2026, Hai Phong's commercial electricity output is projected to reach about 18.89 billion kWh under the baseline scenario, up 8% from 2025. Under the high-growth scenario, the figure can reach about 19.59 billion kWh, up 12%.
During the 2026 – 2030 period, commercial electricity output is projected to increase by an average of about 8% annually under the baseline scenario and 12% under the high-growth scenario. By sector, industry and construction account for about 65% of electricity consumption, while consumption management accounts for about 28%. These are also the load groups with a major impact on system operating demand.
Notably, Hai Phong continues to attract investment in power-intensive sectors such as energy, heavy industry, cement, iron and steel, logistics and port services. In 2026 alone, 46 new customers are expected to come into operation, with a total capacity of about 261 MW. This requires the power sector to closely calculate the pace of load growth in order to meet current demand while also being able to accommodate new projects.
According to Le Ngoc Lan, Deputy Director of the Department of Industry and Trade, the city currently has thermal power plants generating electricity for the national grid with a total capacity of 3,440 MW, including Pha Lai Thermal Power Plant, Pha Lai 2 Thermal Power Plant, Hai Duong Thermal Power Plant and Hai Phong Thermal Power Plants 1 and 2. With a utilization rate of about 70% of capacity, average electricity output reaches about 21 billion kWh per year.
The generation sources, together with the transmission and distribution systems, are being gradually developed, creating a foundation for meeting electricity demand.
With the GRDP growth target of 13% or higher in 2026, ensuring safe and stable power supply is not only the responsibility of the power sector but also an important condition for businesses to confidently expand production, attract investment and maintain the growth momentum of the port city.
