The Haiphong City People's Committee has just approved the plan for the third round of mineral auctions in 2026, involving 7 quarry sites for soil and rock used as backfill materials, bringing the total number of sites up for auction to 13.

The city's Property Auction Service Center has announced the auction of mineral mining rights at the soil and rock quarry for backfill materials in Ba Khe Hill, Nguyen Trai Ward, with a total area of 50 hectares and reserves of about 18.75 million cubic meters, and the soil and rock quarry for backfill materials in Bac Noi area in Nguyen Trai Ward, with an area of 53.4 hectares and estimated reserves of 18.69 million cubic meters. The auction will be conducted via direct bidding at the auction session, using an ascending bid method. The deadline for purchasing and submitting dossiers is April 13, 2026. The auction session is scheduled for the afternoon of April 28, 2026. These are the two sites approved in the city's second round mineral auction plan.
Immediately after these sites were included in the auction plan, the City People's Committee directed the Department of Agriculture and Environment to urgently establish the bid increment and starting price for the auction. As a result, on March 18, 2026, the Haiphong City People's Committee issued Decision No. 1002/QD-UBND approving the starting prices and bid increments for the mineral areas in the second round 2026 mineral exploitation rights auction plan on the territory of Haiphong City.
Subsequently, the 7 sites for the third round auction include sand quarries for backfill materials at the Lach Tray River mouth; 5 sand quarries at the southern Dinh Vu estuary and coastal areas; and the soil and rock quarry for backfill materials at Tien Noi Mountain, An Lao Commune. The Haiphong People's Committee has assigned the Department of Agriculture and Environment to take the lead in advising on the approval of bid increments and starting prices in accordance with regulations. The implementation will take place in April 2026, with the auction completion targeted for early May 2026.
Ensuring material supply.

According to the Haiphong City People's Committee's report on the results of political tasks and socio-economic development in the first quarter of 2026, in March 2026, construction material prices rose widely by 5% to 15% for core items such as cement, industrial steel, backfill sand, various building stones, and fired bricks. The rising input costs have increased total investment levels and exceeded contingency budgets, leading to delays, extensions, or postponements in many construction investment projects. The shortage of backfill materials is causing delays in many works and projects, posing difficulties for contractors.
In order to ensure the supply of backfill materials, the Haiphong City People's Committee has directed relevant sectors to strengthen management, closely monitor market developments in construction materials, and promptly announce prices; review and develop plans to prepare material quarries and secure supply for key projects in the 2025-2030 period.
For the quarries put up for auction, the Haiphong City People's Committee requires the Department of Agriculture and Environment, in coordination with relevant departments, to urgently prepare and submit auction plans, bid increments, and starting prices. The city People’s Committee also selects professional auction organizations, develop auction regulations, announce participation, and approve auction results.
