Connecting coastal roads with economic axes is transforming former purely agricultural lands into ‘golden land’ for ecological urban and logistics service development.

One of key factors fueling suburban real estate growth in Hai Phong is information transparency. Under the Decree No. 151/2025/ND-CP, publicizing annual land use plans at the commune level is mandatory. Publishing this information on the electronic portals of 114 communes, wards, and special zones initially equips residents and investors with tools to protect their rights.

On costs, although Hai Phong's land price table for 2025-2026 has increased by 40% to 120%, special mechanisms under the Resolution No. 254 mean residents in developing areas only pay 30% of the difference when converting to residential land.
