Hai Phong announces new class II and III urban classifications after merger

Hai Phong has announced a new list of Class II and Class III urban areas following its recent merger, with several newly-formed communes, wards and special zones formally reclassified under the updated system.

The Hai Phong People’s Committee said the reclassification aligns with Resolution No. 111/2025/UBTVQH15, dated December 24, 2025, issued by the National Assembly Standing Committee on urban classification standards.

Under the newly announced list, communes and wards formed within the former central urban area of Hai Phong, including eight districts (Ngo Quyen, Hong Bang, Hai An, Le Chan, Kien An, Duong Kinh, Do Son and An Duong) along with Thuy Nguyen City, Hai Duong City and Chi Linh City (formerly cities of Hai Duong Province), are now designated as Class II urban areas after the merger.

Meanwhile, the former townships of An Lao, Truong Son, Nui Doi, Tien Lang, Vinh Bao, Lai Cach, Nam Sach, Cam Giang, Ke Sat, Gia Loc, Thanh Mien, Tu Ky, Ninh Giang, Phu Thai, Thanh Ha, Cat Hai and Cat Ba, as well as the former communes of Thanh Quang, Hung Dao and Doan Tung, which have since been reorganized into new communes, wards or special zones, are classified as Class III urban areas.

The Hai Phong People’s Committee also published a list of wards that meet the required urban development standards for administrative units located within urban areas across the city.

The city has tasked the Department of Construction, along with authorities in wards, communes and special zones, with reviewing and updating existing urban development programs or drafting new ones where necessary. These plans will guide investment in urban infrastructure to ensure more coordinated development.

Local authorities are also required to carry out regular reviews and quality assessments in line with Resolution No. 111/2025/UBTVQH15, while publicly disclosing the urban development targets set for each phase of the city’s development roadmap.
