Secretary of the Hai Phong Party Committee Le Tien Chau inspected the Hai Phong Climate Adaptation Development Project and several urban renovation projects in the city’s downtown area on November 12.
Given the increasingly complex situation of urban flooding, especially during the rainy and stormy season, Secretary Le Tien Chau asked the Hai Phong Management Board for Transport and Agricultural Construction Investment Projects to urgently coordinate with relevant ministries, sectors, and partners to finalize the overall project schedule.

In the immediate term, the construction of a regulating sluice and a pumping station on the Tam Bac river (part of Component 3) will be separated for submission to the city People’s Committee and relevant departments for investment using the city’s budget. Investment and construction procedures must be promptly carried out, with the goal of putting the facility into operation by June 2026, ensuring quality, investment efficiency, and harmony with the surrounding landscape.
Regarding the renovation of the Tam Bac river section from Lac Long bridge to the foot of Hoang Van Thu bridge, Secretary Le Tien Chau assigned Hong Bang ward People’s Committee to promptly urge and direct contractors to accelerate progress and commit to completing the project by December 31.
For the renovation of Le Loi street and sidewalks, the project owner, the Hai Phong Management Board for Transport and Agricultural Construction Investment Projects, has committed to completing construction by December 31.

Secretary Le Tien Chau commended the project owner and construction units for overcoming difficulties in ground conditions and expediting project implementation in tandem with the disbursement of 2025 allocated capital.
During construction, contractors must minimize impacts on local residents’ daily lives and businesses, and work should be carried out neatly and efficiently, ensuring both speed and the quality and aesthetics of the project, Chau urged.
He also asked the city Police to facilitate the movement of construction vehicles and strengthen traffic control to ensure safety, with the goal of completing all works before New Year 2026.
