The survey aimed to assess tax law enforcement, gather opinions and recommendations from the business community, and propose solutions to improve tax policies in the coming period.

The Hai Phong Delegation of National Assembly Deputies conducted a survey on the implementation of the Law on Tax Administration and the Law on Personal Income Tax in the 2023–2025 period at Hai Phong Paint JSC on October 17.
During the survey, the delegation heard reports from major enterprises headquartered in Hai Phong, including the joint stock companies of Hai Phong Paint, An Phat Bioplastics, Petrotimes, CNC International Nutrition, and Container Vietnam and Minh Duc Concrete and Construction Co., Ltd.

The reports focused on production and business performance during 2023–2025, fulfillment of tax obligations to the State, and difficulties encountered in applying legal provisions.
Through the survey, the delegation recognized that the enterprises strictly complied with tax policies and actively adopted digital transformation in electronic tax declaration and payment, contributing to increased budget revenue and greater financial transparency.

However, several enterprises still faced difficulties in accessing preferential policies, handling tax refund procedures, and implementing regulations related to personal income tax for staff and employees.
Concluding the working session, La Thanh Tan, Deputy Head of the city Delegation of National Assembly Deputies, commended the enterprises’ cooperative and responsible spirit. He affirmed that the survey results would be compiled and reported to the National Assembly Standing Committee and the Government at the next session.

The findings will help reflect the practical enforcement of tax laws from the business perspective and provide an important empirical basis for reviewing and improving draft laws, particularly those related to tax policies, thereby contributing to a transparent, stable legal framework that supports sustainable business development.
