A new resolution clearly stipulates fee levels ranging from 5,000 to 650,000 VND per visit at key tourist sites in Hai Phong, while also introducing multiple exemption and reduction policies.

The 16th Hai Phong People’s Council has adopted a resolution regulating the level, collection, payment, management and use of sightseeing fees at scenic sites and historical relics across the city at its 32nd session.
The resolution will take effect from January 1, 2026, replacing previous regulations, with the aim of ensuring unified management, generating resources for heritage conservation, and promoting sustainable tourism development.
Under the resolution, the sightseeing fee for bay routes within the Cat Ba archipelago is set at 120,000 VND per visit for adults and 60,000 VND per visit for children aged six and above.
In cases where visitors combine sightseeing with overnight stays on the bay, the fee is applied according to the length of stay: 400,000 VND for one night, 600,000 VND for two nights, and 650,000 VND for three nights for adults; for children aged six and above, the corresponding fees are 300,000 VND, 500,000 VND, and 550,000 VND per visit.
Cat Ba National Park charges a fee of 160,000 VND per visit for adults and 80,000 VND per visit for children aged six and above. Sightseeing routes within the park, including the central route – Kim Giao peak – Ngu Lam peak – Trung Trang cave, the Ninh Tiep wetland – Tien Duc cave route, and the Phu Long – mangrove forest – Thien Long cave route, have fees ranging from 80,000 to 120,000 VND per visit for adults, with children charged 50% of the adult rate.
At other historical relics and scenic sites, the common fee ranges from 5,000 to 20,000 VND per visit. Specifically, Hon Dau island, Kiep Bac relic, and the Con Son relic and scenic site complex charge 20,000 VND per adult and 10,000 VND per child; Cao temple and Kinh Chu cave charge 10,000 VND per adult and 5,000 VND per child; Dao Co (Stork Island) has the lowest fee at 5,000 VND per adult and 2,500 VND per child.
The resolution continues to exempt sightseeing fees for children under six years old; students of schools in the city participating in extracurricular visits under school plans; people with extremely severe disabilities; and delegations of city delegates and invited guests.
At the same time, a 50% fee reduction applies to elderly people, people with severe disabilities, poor households, ethnic minority people in extremely disadvantaged areas, and students participating in extracurricular visits.
