Hai Phong speeds up right-of-way demarcation for Lao Cai–Hanoi–Hai Phong railway project

The city has instructed authorities to expedite right-of-way demarcation and complete cadastral records to support land acquisition for the Lao Cai–Hanoi–Hai Phong railway project.

On July 8, the Department of Agriculture and Environment met with the Railway Project Management Board under the Ministry of Construction, representatives of communes, wards and the Cat Hai Special Zone, and the Land Registration Office to implement directives from the city's Standing Vice Chairman on right-of-way demarcation for the Lao Cai–Hanoi–Hai Phong railway project.

Following discussions, the department requested the Railway Project Management Board to work closely with the design consultant to promptly install and hand over right-of-way markers to the authorities of Kien Hung, Kien Minh (Nam Hai Phong Station), Duong Kinh and Ke Sat, providing the basis for local authorities to define the project boundary and begin land acquisition procedures.

The Land Registration Office was instructed to coordinate with the design consultant and the authorities of Cam Giang, Ke Sat, Binh Giang, Yet Kieu, Gia Loc, Gia Phuc, Tan Ky, Tu Ky, Dai Son, Chi Minh and Ha Dong to prepare cadastral extracts, providing the basis for issuing land acquisition notices and implementing compensation and assistance in accordance with regulations.

The office will also lead coordination with the authorities of An Quang, An Lao, An Khanh, An Hung, Kien Thuy, Kien Minh, Kien Hai, Duong Kinh, Hai An, Dong Hai, Cat Hai and Nam Do Son to prepare cadastral extracts based on the right-of-way markers handed over for the project, providing the basis for subsequent land acquisition procedures. The work is scheduled for completion by July 20, 2026.

The Department of Agriculture and Environment also requested the authorities of An Khanh, An Hung, Kien Thuy and Cat Hai Special Zone to submit reports to the Railway Project Management Board detailing affected land areas and resettlement requirements for residential areas and land parcels located between the Lao Cai–Hanoi–Hai Phong railway corridor, the Hanoi–Hai Phong Expressway and other infrastructure. Based on these reports, the Railway Project Management Board will compile the information and submit it to the Ministry of Construction and the Ministry of Finance for review and approval.
