Hai Phong has adopted multiple policies to encourage the training and nurturing of good learners, including rewards for high-achieving students, living allowances for students at schools for the gifted and scholarships.
The 16th Hai Phong People’s Council for the 2021–2026 term has officially passed a resolution at its 32nd session to stipulate mechanisms and policies for the training and nurturing of good learners, as well as the selection, employment and remuneration of management staff and teachers in the field of training and nurturing gifted students at national, regional and international levels in the city.
Accordingly, students who achieve outstanding results in national, regional and international competitions for gifted students and scientific research will be awarded certificates of merit by the city People’s Committee, accompanied by cash rewards with the highest level reaching up to 500 million VND.
Specifically, students participating in international Olympiads assigned by the Ministry of Education and Training and winning gold medals (first prize) will receive 500 million VND; silver medals (second prize) 400 million VND; bronze medals (third prize) 300 million VND; and certificates of merit (encouragement or fourth prize) 100 million VND.
Students participating in international science and engineering competitions or regional Olympiads assigned by the Ministry of Education and Training or authorized for participation by other agencies, organizations or units and winning gold medals (first prize) will receive 300 million VND; silver medals (second prize) 200 million VND; bronze medals (third prize) 100 million VND; and certificates of merit (encouragement or fourth prize) 50 million VND.
Students participating in national competitions for good learners and national science and engineering contests assigned by the Hai Phong Department of Education and Training and winning gold medals (first prize) will receive 50 million VND; silver medals (second prize) 40 million VND; bronze medals (third prize) 30 million VND; and certificates of merit (encouragement or fourth prize) 20 million VND.
Students assigned by the Ministry of Education and Training to participate in international science and engineering competitions or international and regional Olympiads will receive a reward of 50 million VND.
The city will provide scholarships to students at schools for the gifted who achieve good academic and conduct results, with a semester grade point average of 8.5 or higher, as well as students who win prizes in national, regional and international competitions for good learners.
In addition, the city has specific policies on teacher selection, as well as remuneration for management staff, teachers and experts involved in the training and nurturing of national, regional and international gifted student teams.
