Hai Phong Party Committee gives opinions on green transition and development planning

The Standing Board of the Hai Phong Party Committee has convened a conference of the committee to hear reports and give opinions on several important issues related to the city’s development in the coming period.

The Standing Board of the Hai Phong Party Committee convened a conference of the committee on December 30 afternoon to hear reports and give opinions on several key matters.

At the conference, a representative of the Party Committee of the city People’s Committee reported on the issuance of a resolution by the city Party Committee on Hai Phong’s green transition for the 2026 – 2030 period, with a vision to 2050.

Accordingly, Hai Phong will implement comprehensive green transition across eight sectors, identifying transport, industry, and Cat Ba island as the three priority sectors for the 2026 – 2030 period. Green port development is defined as a strategic breakthrough to drive the overall green transition.

The city aims by 2030 to reduce greenhouse gas emissions by at least 43.5% compared with 2020 levels, place the Provincial Green Index within the top five nationwide, and by 2045 achieve and sustain the target of net-zero emissions.

With a vision to 2050, Hai Phong aims to become a modern, civilized, and ecological industrial port city, an international-level center for green logistics and smart high-tech industry and to develop Cat Ba island into a national model of carbon-free ecological tourism.

Regarding the resolution of the city Party Committee on building and implementing a number of socialist models associated with socialist-oriented people in Hai Phong for the 2025 – 2030 period and beyond, a representative of the city Party Committee’s Commission for Propaganda, Education and Mass Mobilization reported the objective of building Hai Phong into a “Civilized – Happy” city, a typical model of socialism in the new era.

A representative of the Party Committee of the municipal People’s Committee also reported on the objectives, orientations, and key tasks for adjusting the Hai Phong Master Plan for the 2021 – 2030 period, with a vision to 2050.

Accordingly, the city is expected to shift from a simple “central urban area – coastal corridor” structure to a “multi-center – multi-corridor – multi-value chain” model, creating conditions for the formation of a new super growth pole for the Red River Delta region, with interprovincial value chains linking seaports, logistics, processing industry, high-tech industry, and high-tech agriculture.

The adjusted planning selects a high-growth scenario for building the city’s socio-economic growth strategy for the 2026 – 2030 period, targeting a GRDP growth rate of 13.8% to create momentum for breakthrough development and sustainable growth.

After hearing reports and suggestions from delegates, Secretary of the city Party Committee Le Tien Chau concluded that the city Party Committee agreed to issue the resolution on Hai Phong’s green transition for the 2026 – 2030 period, with a vision to 2050, and the resolution on building and implementing a number of socialist models associated with socialist-oriented people in Hai Phong for the 2025 – 2030 period and beyond, and assigned relevant units to complete procedures for signing and issuing the resolutions.

The city Party Committee also agreed in principle on the objectives, orientations, and key tasks for adjusting the Hai Phong Master Plan for the 2021 – 2030 period, with a vision to 2050, and assigned the Party Committee of the city People’s Committee to continue finalizing the dossier in accordance with procedures and regulations, and submit it for approval on December 31, 2025.
