To proactively prevent and minimize damage caused by Typhoon Matmo, the Chairman of the Hai Phong People’s Committee has emphasized that departments, sectors, and localities in the city must not be complacent but keep a close watch on storm forecasts and prepare all necessary conditions for timely response. Extra vigilance is required for thunderstorms, whirlwinds, and lightning that may strike before the typhoon directly affects the city.

Authorities must urgently review and implement approved storm prevention plans, ensuring their suitability to the disaster risk levels. Communication efforts must be stepped up so that residents stay informed of storm developments, take proactive precautions, and safeguard lives and property.

The city Border Guard has been tasked with checking, counting, and promptly notifying vessels operating at sea so they can find safe anchorage and maintain communications to effectively respond to all situations.

The Department of Agriculture and Environment is responsible for inspecting and directing measures to ensure the safety of dike systems, irrigation works, and reservoirs, particularly those damaged by the previous typhoon (Bualoi).
