Hai Phong has issued new regulations on electrical safety management aimed at improving legal compliance and reducing electrical accidents.

Issued by the city People's Committee, the regulations will take effect on May 15, 2026.
The regulations apply to city departments and agencies, commune-level authorities, power utilities, and all electricity users in the city.
They cover electricity use in production, residential and service activities, as well as public lighting.
The regulations emphasise prevention as the guiding principle, requiring agencies, organisations and residents to fully comply with electrical safety standards and technical regulations.
Users are required to conduct regular inspections and promptly identify and address potential safety risks.
The regulations also encourage the adoption of advanced technologies and energy-efficient equipment to improve efficiency and ensure safety.
In production activities, organisations and individuals must use electricity for its intended purpose and in accordance with approved design specifications and capacity.
In the event of an incident, users must promptly take safety measures and notify authorities or power utilities if the situation exceeds their capacity to handle.
The use of self-generated power sources must also be managed to ensure it does not affect the wider power grid.
For residential and service use, electricity users are required to regularly inspect electrical systems. Heat-generating devices must not be placed near flammable or explosive materials.
Damaged wiring and equipment must be replaced promptly to minimise risks.
For public lighting, the design, installation and operation of systems must comply with legal requirements.
Managing entities are responsible for regular maintenance to ensure stable operation, energy efficiency and urban aesthetics.
The regulations also encourage the adoption of smart lighting technologies and renewable energy.
They clearly assign responsibilities to government agencies, local authorities and power utilities for public awareness, inspections and enforcement, helping to build a safer and more reliable electricity-use environment in support of the city's socio-economic development.
