Hai Phong builds innovation foundation

Hai Phong is demonstrating strong political determination and a pioneering spirit in science and technology development, innovation, and digital transformation.

Consulting experts

To implement Resolution 57, Hai Phong has established an advisory council comprising 47 leading experts and scientists from across the country and the city, and organized consultations with them.

The consultation process was conducted methodically, selectively incorporating opinions across four key task groups: developing breakthrough institutions and policies; advancing digital infrastructure and high-quality science and technology human resources; building digital government and digital economy; and applying science, technology, innovation, and digital transformation in key sectors.

According to Nguyen Manh Ho, General Director of Viettel Business Solutions Corporation, institutional development should take the lead to create an open legal framework that facilitates achieving set goals.

Ho also suggested establishing a “green lane” mechanism for high-tech investment by forming a dedicated agency operating under a “one-stop, on-site” model with sufficient authority to shorten administrative procedures for strategic projects such as semiconductors, AI, and R&D.

Ta Minh Vang, Chairman of Ho Chi Minh City IT Services Co., Ltd., proposed developing a digital port platform that integrates all seaports in the city, creating a centralized logistics data warehouse, fully digitizing procedures to enhance competitiveness, reduce operating costs, and attract international investment.

He also recommended building a digital operation platform for the city Free Trade Zone to serve as an “operating system” for real-time management and monitoring of goods flows.

In addition, many experts proposed that the city implement digital transformation projects in education, healthcare, and smart urban development, aiming for Hai Phong to become a Northern innovation hub with strong technological competitiveness by 2030.

Turning aspiration into reality

Alongside consulting and incorporating expert opinions, by the end of the third quarter of 2025, Hai Phong had achieved significant results in implementing Resolution 57.

The city led the country in implementing Plan 02 of the Central Steering Committee for Science and Technology Development, Innovation, and Digital Transformation, promoting interconnected and synchronized digital transformation. This determination was also reflected in the city People’s Council’s approval of five thematic resolutions on science and technology development and innovation, concretizing National Assembly’s Resolution 226.

In terms of digital infrastructure, Hai Phong has achieved full 4G coverage across the city, operated 159 5G stations, completed Data and Intelligent Operations Centers, and successfully organized the country's first “digital Party Congress.” The rate of fully online public services among eligible administrative procedures has reached 100%, while administrative processing time decreased by at least 50%.

At a recent conference reviewing the implementation of Resolution 57 in the third quarter, Le Tien Chau, Secretary of the city Party Committee and Head of the city Steering Committee for Science and Technology Development, Innovation, and Digital Transformation, directed the Party Committee of the city People’s Committee to direct agencies and sectors in advising on key and breakthrough tasks and solutions to realize Resolution 57, and to prepare a proposal for submission to competent authorities in the first quarter of 2026.
