Hai Phong affirms its role as a key center for training high-quality officials

To Hieu Political School is gradually affirming its position as a key institution for training and fostering core officials of Hai Phong City.

A solid foundation from a high-quality team

The quality of staff and lecturers is a key factor determining the training effectiveness of To Hieu Political School. The school currently has 81 officials and employees, along with 10 contracted workers, including 15 PhDs, 57 master’s degree holders, and 9 bachelor’s degree holders. In terms of political theory, 59 staff members hold advanced political theory degrees or equivalent, while 18 hold intermediate-level qualifications. This core workforce ensures that teaching and scientific research activities are carried out systematically and in depth.

Alongside improving professional qualifications, the school places strong emphasis on building a disciplined and responsible working environment. During the 2020–2025 period, 100% of staff and employees registered to study and follow the ideology, morality, and lifestyle of Ho Chi Minh. Emulation movements have been widely implemented, helping to enhance political awareness, responsibility, and dedication. Initiatives such as “Building a standard political school” and “Good at public work, good at family responsibilities” have been carried out in a synchronized manner, forming a crucial internal foundation for sustainable development.

Dr. Pham Duc Minh, Head of the Organization, Administration, and Information Department at To Hieu Political School, noted that as the demand for building a high-quality cadre system continues to rise, the role of political training institutions becomes increasingly important. The school not only strives to fulfill its training and capacity-building mission but also gradually affirms its position as a “cradle” for high-quality human resources, contributing significantly to the rapid and sustainable development of Hai Phong.

The school’s training programs are organized scientifically and closely aligned with practical requirements. Teaching content is continuously updated to integrate theory with practice, enhancing the application capacity of officials, civil servants, and public employees.

Thematic Party cell meetings are conducted in a practical manner, focusing on implementing Party resolutions into teaching and research activities. Each cadre and Party member is required to maintain strong political integrity, proactively improve professional competence, and actively counter incorrect viewpoints. This contributes to building a clean and strong Party organization, serving as the core leadership force across all aspects of the school’s operations.

Notably, digital transformation has become a highlight in the school’s activities. The model of “Applying digital transformation in training and management,” although only implemented in late 2025, has already shown clear initial results. The school has applied two software systems for managing training and personnel, and 100% of lecturers now use electronic lesson plans.

Many classrooms are equipped with camera systems to support management and attendance tracking. In particular, the application of AI in lesson design is opening new approaches, helping to visualize learning content through videos and vivid images, making it more accessible for learners.

Toward Level-2 standards, elevating its position

Following the merger, the school has proactively reviewed and refined its criteria to maintain Level-1 standards and was officially re-recognized by the Ho Chi Minh National Academy of Politics under Decision No. 699 dated February 26, 2026. At the same time, it is developing a proposal for submission to the City Party Committee, aiming to achieve Level-2 standards in accordance with Regulation No. 396 dated January 6, 2026 of the Secretariat, along with Plan No. 164 dated February 25, 2026 and Guideline No. 360 dated March 20, 2026 of the Ho Chi Minh National Academy of Politics on evaluating and recognizing standard political schools.

This is an important step toward comprehensively standardizing conditions that ensure training quality, while enhancing the school’s standing within the system of political institutions.

In the coming period, the school identifies accelerating digital transformation as a key priority, aiming to complete its digital learning resources system and develop smart classrooms to meet the requirements of a modern political school.

The school will strengthen its connections with the ecosystem of the Ho Chi Minh National Academy of Politics and other political schools nationwide, moving toward an intelligent governance model based on big data. Accordingly, all processes—from enrollment, training, and capacity building to post-training monitoring—will be carried out transparently and efficiently in a digital environment, meeting the city’s demand for improving the quality of its cadre workforce.

At the appraisal and recognition conference for Level-1 standards held in early February 2026, Mr. Do Manh Hien, Standing Deputy Secretary of the Hai Phong City Party Committee, emphasized that the city is focusing on building a cadre contingent with the qualities, capacity, and qualifications required for development in the new context. The city will create favorable conditions in terms of mechanisms, policies, resources, and infrastructure to develop To Hieu Political School into a center for training high-quality officials for Hai Phong and the region, striving to meet Level-2 standards by the end of 2026.

With a strong human resource foundation, a clear development orientation, and a determination for comprehensive innovation, To Hieu Political School is gradually affirming its role as a “cradle” for training officials, contributing to building a capable and qualified workforce to meet Hai Phong’s development demands in the new era.
