Alongside the expansion of transport infrastructure, residential areas and industrial space, Gia Loc 3 Industrial Park in Yet Kieu Commune is expected to create new development opportunities for western Hai Phong.

Preparing for a 130-hectare industrial park
On July 23, 2026, the Hai Phong People’s Committee issued Decision No. 2837/QD-UBND, approving the investment policy and investor for the Gia Loc 3 Industrial Park Infrastructure Construction and Business Project. The investor is Dai An Industrial Park Infrastructure Development One Member Co., Ltd.
The project covers a total area of 136.98 hectares, including 130 hectares for Gia Loc 3 Industrial Park and the remaining 6.98 hectares for transport infrastructure. Total investment capital exceeds VND 2.442 trillion.
Gia Loc 3 is planned as a multi-sector industrial park, with a focus on high-tech industries and advanced manufacturing technologies, while encouraging environmentally friendly technologies. According to the approved zoning plan, the industrial park is expected to employ approximately 7,500 workers.
According to Pham Thi Thu, Chairwoman of the Yet Kieu Commune People’s Committee, the consulting unit is currently carrying out work related to the project, while local authorities are coordinating the implementation of the required procedures. Under the approved investment policy, the investor is expected to complete construction and put the project into operation in the third quarter of 2028.

The development of Gia Loc 3 Industrial Park is considered as part of Yet Kieu's overall development plan. During the review of partial adjustments to the master plans for the former Yet Kieu and Thong Nhat communes, the Commune People’s Committee requested that the consulting unit update and incorporate the Gia Loc 3 Industrial Park plan to ensure consistency with the city's industrial development plan. Local authorities have also reviewed transport projects, residential areas, public facilities and land reserves for future development.
Alongside the review and adjustment of planning, Yet Kieu Commune is gradually investing in and completing infrastructure to support development. Several roads have been renovated and upgraded, while new residential areas are being developed, helping expand residential space and improve connectivity across the area. These efforts are laying the groundwork for gradually improving local infrastructure and ensuring better coordination between residential areas, transport networks and new development projects.
Expanding growth potential
According to Pham Thi Thu, Chairwoman of the Yet Kieu Commune People’s Committee, once Gia Loc 3 Industrial Park is established and operational, it is expected to create additional jobs, boost trade and services, contribute to infrastructure improvements and expand development space. These changes will create more favorable conditions for socio-economic development in Yet Kieu Commune in particular and western Hai Phong in general.

These expectations come amid the continued expansion of the area's industrial production space. Within Yet Kieu Commune, the nearly 62-hectare Yet Kieu Industrial Cluster has already been included in the planning.
Alongside industrial space, the local transport network also provides favorable conditions for connectivity. Gia Loc 3 Industrial Park is located near Provincial Road 395. From the local road network, it can be accessed via National Highway 37, National Highway 38B and the Ha Noi-Hai Phong Expressway, connecting the area with production hubs, urban centers and interregional transport corridors.
Connectivity is expected to improve further as transport projects continue to be invested in and completed. The service road along the Ha Noi-Hai Phong Expressway, in the section passing through Gia Loc, runs through Yet Kieu and connects with National Highway 38B...
With its focus on attracting supporting industries, high-tech industries and advanced manufacturing technologies, the project will provide additional land for new manufacturing investments. Once operational, with an estimated workforce of approximately 7,500 people, the industrial park is expected to increase demand for trade, services, housing and amenities serving workers.
