Transparent business registration procedures
From February 1, 2026, the Department of Finance officially implemented 100% digital signing of results for all administrative procedures related to business establishment and operations, completely replacing paper-based result delivery. The use of digital signatures allows businesses to receive results quickly through electronic channels, while significantly reducing travel time and procedural costs.
Besides, the Department of Finance has developed and perfected the ‘Guide to the online business registry’. This serves as a key information channel, enabling businesses, entrepreneurs, and investors to easily access forms, regulations, and processes for business registration.
Implementing digital support models for businesses not only helps them access the market quickly but also contributes to enhancing the city's investment and business environment. Consequently, Hai Phong's Provincial Competitiveness Index (PCI) has continuously improved.

To concretize the objectives of the Government’s Resolution No. 02 on key tasks and solutions to improve the business environment and enhance national competitiveness in 2026, Hai Phong aims for its Administrative Reform Index, Citizen Satisfaction Index, and Provincial Competitiveness Index to remain in the top 5 leading localities nationwide, striving to advance to the top 3.
The city targets an increase of about 15% in the number of businesses entering and re-entering the market compared to 2025, equivalent to more than 11,000 businesses.
To achieve this goal, the city requires departments, sectors, and localities to continue simplifying administrative procedures, expanding online public services, and developing digital platforms to support businesses, creating favorable conditions for quick market entry.
According to the Vietnam Chamber of Commerce and Industry’s (VCCI) assessment, to further improve PCI quality, Hai Phong needs to focus reforms on ‘core areas’, with emphasis on optimizing business experiences throughout the entire investment lifecycle, transparent information via open data, and digital government building.
Expanding digital platforms to support businesses to continue facilitating market entry, attracting more domestic and foreign investors. This will help boost the private economic sector's strong development, creating new momentum for Hai Phong's socio-economic growth in the coming years.
