Thanks to the strong engagement of the entire political system and the efforts of the business community, Hai Phong is making remarkable breakthroughs in state budget revenue in 2025.

Impressive growth
Businesses across Hai Phong city are striving to maintain production and business activities, contributing significantly to the growth of budget revenue despite many difficulties in 2025.
According to Le Thi Thanh Ha, Chairwoman of Petrolimex Hai Phong One-Member Co., Ltd., in the first nine months of 2025, the company’s sales volume reached 111% compared to the same period last year, total revenue exceeded 4,000 trillion VND, and payments to the state budget reached 450 billion VND. The company is expected to contribute about 676 billion VND for the whole year.
For many consecutive years, Petrolimex Hai Phong One-Member Co., Ltd. has consistently been among the leading State-owned units in budget contributions, affirming its operational efficiency, brand reputation, and commitment to local development.

At the commune, ward, and special zone levels, units have also been actively coordinating with the tax sector to increase budget revenue, effectively tapping revenue sources and ensuring financial resources for socio-economic development.
In the first nine months of 2025, total budget revenue in the city reached 145.601 trillion VND, equivalent to 98.8% of the target assigned by the Central authorities, up 30.6% over the same period last year. Domestic revenue reached 80.856 trillion VND, equivalent to 108.3% of the target and up 41.4% year on year. Revenue from import–export taxes reached 61.887 trillion VND, equivalent to 92.9% of the target and up 21% compared to the corresponding period last year.
According to Truong Binh An, Deputy Director of the Customs Sub-department of Region III, there are many positive signs indicating that in 2025, import–export tax revenue will exceed 83 trillion VND, surpassing the estimate by tens of trillions.
Under the special financial–budget mechanism approved for Hai Phong by the National Assembly, the city will receive bonuses for exceeding revenue targets worth several thousand billion VND, a significant resource for development investment and implementation of the socialist model.
Preventing revenue loss, nurturing sustainable revenue

In recent years, budget revenue has consistently been a standout achievement of Hai Phong. Total State budget revenue in the city has surpassed 100 trillion VND for four consecutive years, reaching 543.60086 trillion VND for the 2021–2025 period, with an average annual increase of 7.06%, and domestic revenue rising by 9.27% per year. Meanwhile, total State budget revenue in the former Hai Duong province for the 2021–2025 period reached 125.994 trillion VND, with an average annual increase of 13.3% and domestic revenue rising by 13.9% per year.
Director of the city Tax Office Nguyen Tien Truong assessed that the city not only maximizes all potentials and strengths but also focuses heavily on improving the business and investment environment, attracting major projects capable of creating breakthroughs in budget revenue.
Building on these achievements, from now until the end of 2025, the city Tax Office aims to exceed the assigned revenue target by at least 20%, striving to rank third nationwide in domestic budget revenue.
To achieve this goal, the tax sector will continue to closely monitor revenue progress, assess conditions in each locality, tax category, and revenue item. The value-added tax refund process will be strictly supervised to prevent policy abuse. Local tax units are tasked with strengthening tax debt management and enforcing collections in accordance with regulations for outstanding taxes and land rents that have been extended, preventing the accumulation of new arrears.
Administrative reform and digital transformation remain top priorities. The city Tax Office aims to measure service performance by taxpayer satisfaction, toward building a modern, transparent, and efficient tax administration system.
Hai Phong aims for total budget revenue of 165.012 trillion VND in 2025, equivalent to 111.92% of the Central authorities’ target, including domestic revenue of 83 trillion VND, equivalent to 111.14%, and revenue from import–export activities of 75.040 trillion VND, equivalent to 112.67%.
