Following the merger with Hai Duong province, the People's Committee of Hai Phong city has set a target of collecting some 165 trillion VND for the State budget in 2025.
The People's Committee of Hai Phong city reported on State budget revenue and expenditure in the first half and tasks and solutions for the second half of 2025 at the 29th session of the 16th city People's Council on July 24.
As reported, total State budget revenue in Hai Phong in the first six months of 2025 amounted to 100.994 trillion VND, achieving 68.5% of the Central government’s assignment and 61.6% of the target, marking a 32.7% increase compared to the same period in 2024.
Of that, revenue from import-export activities reached 41.341 trillion VND, while domestic revenue hit 58.383 trillion VND.
Compared to the Central government’s assignment, 13 out of 19 revenue categories met or exceeded the average six-month progress rate (50% or more). Relative to the target, 13 out of 19 categories also met or surpassed the expected collection pace. Compared to the same period last year, 10 out of 19 revenue sources showed growth.
Total local budget expenditure in the first six months of 2025 was nearly 35.371 trillion VND, reaching 50.1% of the Centrally assigned estimate and up 88% year-on-year.
During this period, public investment from both the former Hai Duong province and former Hai Phong city was focused on disbursement for the new-style rural building program and major, strategic projects.
The budgets of the former city and province fully and promptly ensured regular spending as approved, with priority given to social welfare, policies for people with meritorious services, policy beneficiary families, and those under social protection, as well as implementing resolutions of the city and provincial People's Councils.
According to the People’s Committee of the new Hai Phong city, the positive socio-economic performance of both former localities compared to the same period last year has created momentum for strong budget revenue growth, providing resources to ensure the roadmap for salary reform, development investment, social welfare, security, and national defense.
The People’s Committee of the new Hai Phong city proposed collection of 165.012 trillion VND for the State budget in 2025, 11.92% higher than the Central government’s assignment.
This includes a target of 83 trillion VND from domestic revenue and 75.04 trillion VND from import-export activities.
