By the end of August 2025, Hai Phong’s total domestic budget revenue had reached nearly 75 trillion VND, surpassing the target assigned by the Central government.
Many indicators achieved or surpassed
According to the Hai Phong Tax Office, the city’s total domestic budget revenue by the end of August 2025 had reached 74.948 trillion VND, equivalent to 100.4% of the Central government’s estimate and 90.2% of the target, up nearly 40% compared to the same period in 2024.
A notable point is that all 19 revenue indicators met or exceeded the year’s plan. Many categories recorded outstanding growth, such as capital recovery and profits at 352.8%, non-State sector at 116.1%, land use fees at 105.8%, personal income tax at 92.5%, etc.
Compared with the same period, 10 indicators saw strong growth. Among them, capital recovery and profits increased by as much as 451.2%, non-State sector revenue rose by 84.7%, land use fees grew by 76.8%, and personal income tax expanded by 36.6%.
These results show that the city’s economy is showing positive signs of recovery, with enterprises and business households operating effectively and making significant contributions to the State budget.
The non-State sector, considered a sustainable revenue source and a decisive factor in completing budget revenue tasks, achieved a breakthrough result. This revenue not only exceeded the target by 16.1% but also increased by 84.7% year-on-year.
Many major enterprises contributed significant tax payments, notably Vingroup JSC. with more than 2 trillion VND, Hai Phong branch of Phu Tho Land JSC. with over 600 billion VND, and Long Hai Investment and Trading Development JSC. with nearly 500 billion VND.
Synchronized reform, flexible administration
With the motto of placing people and businesses at the center of service, the tax sector always takes the initiative in accompanying taxpayers, sharing difficulties, removing obstacles, and supporting businesses to stabilize production and business.
The city Tax Office has shifted its management model from a function-based approach to a combination of function- and taxpayer-based management. Tax policy communication has been conducted flexibly through multiple channels, and the pace and quality of inspections and audits have been improved. VAT refund procedures have been strictly controlled, while tax debt enforcement has been carried out resolutely to ensure fairness and transparency.
To promptly update and disseminate new policies, in the first eight months of 2025, the tax sector organized about 30 training and policy dialogue conferences with more than 7,000 taxpayer participants. Many questions were specifically addressed, creating consensus between tax authorities and taxpayers.
Based on these results, from now until the end of 2025, the city Tax Office aims to exceed the assigned domestic budget revenue target by at least 20% and strives to rank third nationwide in domestic budget revenue.
To achieve these goals, the city’s tax sector will continue to closely monitor collection progress and assess conditions in each locality, tax category, and revenue source, and VAT refunds will be strictly supervised to prevent policy abuse, according to Nguyen Tien Truong, Head of the city Tax Office.
At the same time, administrative reform and digital transformation remain top priorities. The city Tax Office aims to make taxpayer satisfaction the benchmark for service effectiveness, moving toward building a modern, transparent, and highly efficient tax management system.
