After more than three decades of development, Hai Phong tax sector has overcome numerous challenges, steadily grown, and achieved significant milestones.
Secretary of the Hai Phong Party Committee Le Tien Chau attended a meeting held by the city Tax Office on the afternoon of September 4 to celebrate the 80th anniversary of Vietnam’s taxation sector (September 10, 1945 – 2025).
Participants in the meeting reviewed the 80-year history of Vietnam’s taxation sector, which has gradually improved its legal framework, constantly carried out reforms, modernized tax management, and become one of the key pillars of the national finance.
Together with the national taxation system, on October 1, 1990, the Taxation Departments of Hai Phong city and Hai Duong province were established. On July 1, 2025, the Ministry of Finance decided to establish the Hai Phong Tax Office under a new, streamlined, and effective model after the merger of Hai Phong and Hai Duong.
Over the past three decades, the city tax sector has overcome numerous challenges, continuously advanced, and made important achievements. For the 2021–2025 period, total State budget revenue in the city is estimated at over 340 trillion VND, with an average annual domestic revenue growth rate of 12.1%. In the first eight months of 2025, domestic revenue in the city reached 74.877 trillion VND, equal to 90.2% of the target and up 38% year-on-year.
Administrative reform, digital transformation, and taxpayer support were promoted, while inspection and revenue loss prevention were strengthened, ensuring fairness and transparency.
Speaking at the ceremony, Vice Chairman of city People’s Committee Tran Van Quan acknowledged and commended the city tax sector for its outstanding achievements. He emphasized that revenue growth had provided an important foundation for the city to proactively invest in infrastructure and urban development and improve living standards, thereby meeting socio-economic targets.
To build on the 80-year tradition of the national tax sector and respond to new tasks, the Vice Chairman urged all officials, public servants, and employees of the city Tax Office to decisively carry out key missions. These include striving to exceed the 2025 State budget revenue target by at least 20%; maintain Hai Phong’s position among the top three localities nationwide in domestic revenue collection; and promote administrative reform, modernization, and comprehensive digital transformation in tax management, with taxpayer satisfaction as the benchmark for service effectiveness.
The city Tax Office will continue to accompany, support, and promptly address difficulties for businesses and citizens, creating a fair, transparent, and favorable business environment. This will encourage economic growth and foster sustainable State budget revenue.
On this occasion, to recognize the city tax sector’s outstanding achievements, the Chairman of the city People’s Committee awarded a certificate of merit to the Tax Office, while 16 collectives and individuals were also commended and rewarded.
