Deputy Prime Minister Tran Hong Ha has signed Decision No. 263 of the Prime Minister approving the total pilot greenhouse gas emission quotas for the 2025–2026 period.

The Prime Minister approved the pilot total greenhouse gas emission quotas for the period 2025–2026 to be allocated to 34 thermal power plants, 25 iron and steel production facilities, and 51 cement production facilities.
Accordingly, the total pilot greenhouse gas emission quota for 2025 is 243,082,392 tons of CO₂ equivalent. The total pilot greenhouse gas emission quota for 2026 is 268,391,454 tons of CO₂ equivalent.
The Prime Minister assigned the Ministry of Agriculture and Environment to take the lead, in coordination with the Ministry of Industry and Trade and the Ministry of Construction, in piloting the allocation of greenhouse gas emission quotas for 2025 and 2026 to each thermal power plant, iron and steel production facility, and cement production facility, and to provide guidance on implementation in accordance with regulations; to organize the evaluation and review of the pilot process; and to propose improvements to legal regulations on greenhouse gas inventories and the allocation of greenhouse gas emission quotas.
The Ministry of Industry and Trade and the Ministry of Construction are responsible for monitoring and evaluating the implementation of emission quotas by facilities allocated quotas within their respective management scopes.
