Seminar on Vietnam-US seaport activities cooperation in Hai Phong

Hai Phong has identified seaports as a strategic driver to become a modern industrial and logistics hub of international stature.

The Hai Phong Economic Zone Authority, in coordination with the Commercial Law Development Program (CLDP) under the US Department of Commerce, organized the seminar “Vietnam-US seaport activities cooperation in Hai Phong” on the morning of September 11.

In attendance at the seminar were Head of the Hai Phong Economic Zone Authority Le Trung Kien, Commercial Counselor of the US Embassy in Vietnam Stephen L. Green, a CLDP delegation, representatives of relevant departments and sectors of the city, as well as associations, port operators, and logistics enterprises in the city.

Hai Phong serves as the maritime gateway for northern provinces and cities of Vietnam and plays an increasingly important role in driving economic development not only for Hai Phong but also for the entire region.

Overview of the seminar

For the 2025–2030 period, Hai Phong aims to complete international gateway port systems at Lach Huyen and Nam Do Son, capable of receiving large container vessels; build modern logistics centers and inland ports; and connect seaports with aviation, railway, and road networks to create a seamless multimodal transport chain. At the same time, the city plans to develop a free trade zone associated with seaports to form new value chains in logistics, finance, trade, and R&D.

In addition, Hai Phong is working to establish an innovation and AI center to provide computing power for AI innovation projects in logistics; promote comprehensive digital transformation in port management and operation to ensure maritime security, reduce logistics costs, and enhance competitiveness; and build green and smart ports, aligning economic development with environmental protection and sustainability.

The city also seeks to revive and expand shipbuilding industries as a foundation for marine economic development, supporting Vietnam’s aspiration to reach out to the open seas.

In this spirit, the seminar provides a platform to share visions and experiences, while opening new cooperation opportunities between Hai Phong and the US in the field of seaport operations. It also serves as a step in concretizing the Vietnam–US Comprehensive Strategic Partnership, bringing together policymakers, experts, and enterprises from both countries to address challenges and lay the groundwork for Hai Phong’s strategic seaport development plan for the 2025–2026 period.

Taking place over two days, September 11–12, the seminar features discussions and strategic recommendations to help Hai Phong’s ports adapt to global trends, focusing on synchronizing multimodal transport, integrating renewable energy toward Net Zero goals, and optimizing supply chains.

The sessions focus on topics like port performance indicators and the legal environment for investment; port project structures, assessment of expansion plans, infrastructure connectivity, and planning challenges; safety, security, and international compliance; as well as digitalization and data transparency.

The outcomes of the seminar will provide an important basis for Hai Phong to formulate a concrete action plan, turning potential into real competitive advantages. The next phase of cooperation will focus on finalizing proposed legal frameworks and technical plans, consolidating Hai Phong’s position as the most important gateway for trade in northern Vietnam.
