Pickup trucks and cargo vans with a maximum gross vehicle weight of no more than 3.5 tonnes will be regulated in traffic like passenger cars under a new government’s decree effective July 1, 2026.

The Government issued Decree No. 241/2026/ND-CP, amending and supplementing several provisions of Decree No. 165/2024/ND-CP, which details and guides the implementation of certain articles of the Road Law and Article 77 of the Law on Road Traffic Order and Safety.
Under Article 11 of Decree No. 241/2026/ND-CP, dual-cab pickup trucks and cargo vans with a maximum gross vehicle weight not exceeding 3.5 tonnes will be organized in traffic in the same manner as passenger cars. The decree takes effect on July 1, 2026.
Earlier, in early June 2026, the Vietnam Register sent a document to the Ministry of Construction proposing a review of relevant standards and circulars concerning dual-cab pickup trucks, and recommended that the Government allow pickup trucks and cargo vans with gross vehicle weight up to 3.5 tonnes to be treated like passenger cars.
Ford Vietnam also submitted a proposal to the Ministry of Transport to review Circular No. 53/2024 and to add a provision permitting dual-cab pickup trucks under 3.5 tonnes to be organized in traffic as passenger cars.
