Special resolutions on science, technology and innovation are clearing the path for Hai Phong to leap into a new growth model.

A foundation for a new growth model

On June 27, 2025, the National Assembly approved Resolution No, 226/2025/QH15 piloting certain special mechanisms and policies for the development of Hai Phong city, identifying science, technology and innovation as key drivers to boost productivity, improve growth quality and enhance the economy’s competitiveness. At the end of 2025, the city People’s Council proactively issued a series of thematic resolutions, creating a coherent legal framework to put those special mechanisms into practice.

As Hai Phong pursues its goal of becoming a modern industrial hub, an international port-city, a logistics center and a major growth pole of the northern coastal region, prioritizing sectors such as semiconductor microchips, artificial intelligence, high technology and innovative startups has strategic, long-term significance. These priorities provide the basis for shifting the city’s growth model away from heavy reliance on land, labor and traditional capital toward one driven by knowledge, technology, data and innovation capacity.

A notable feature of the resolutions is the design to share initial risks with businesses, investors, scientists and startup founders, encouraging stakeholders to boldly invest in high-technology fields.

Speeding up implementation of special mechanisms

Hai Phong has been affirming itself as one of the country’s leaders in innovation and digital transformation. In 2025, Hai Phong became the first locality nationwide to achieve ‘green’ status for completing the targets on the map for implementing Politburo Resolution No. 57 on breakthroughs in science, technology, innovation and national digital transformation.

For three consecutive years, Hai Phong has ranked among the leaders on the local innovation index, hosting 200 innovative startups, 71 science-and-technology enterprises and nearly 9,000 small and medium-sized businesses using digital platforms. The digital economy accounts for about 30% of GDP. In 2025 the city ranked third nationwide on the digital transformation index. Recently, StartupBlink placed Hai Phong 765th globally in its 2026 ranking of the world’s top 1,000 startup cities.

With high determination and commitment, Hai Phong is gradually turning its innovation ambitions into a development driving force, opening new space for breakthrough growth in the coming period.
