Hai Phong removes obstacles, accelerates industrial park construction

Hai Phong is urgently addressing bottlenecks, completing documents, and speeding up site clearance for industrial parks and economic zones, creating favorable conditions to attract investment and promote industrial development in the new period.

Changes in site clearance

Over the past time, site clearance work at several industrial park projects in Hai Phong has seen positive changes, helping ensure the progress milestones set by the city.

Phase 1 of the Tan Trao industrial park infrastructure development project covers a total land recovery area of about 226.79 ha, including nearly 199 ha of agricultural land, more than 18 ha of roads and canals, and 0.36 ha of rural residential land and other types of land. A total of 1,337 households in Kien Hung and Nghi Duong communes are expected to have land recovered.

Ngo Duy Kham, Chairman of the People’s Committee of Nghi Duong commune, said that identifying site clearance as a key task, the commune publicized the compensation plan at the beginning of November 2025. The locality organized communication activities, community meetings, and direct visits to explain policies to each household. Most households affected by land recovery expressed strong support and submitted requests for the commune to approve compensation funding ahead of schedule.

Regarding the establishment of economic zones, Le Trung Kien, Vice Chairman of the city People’s Committee and Head of the city Economic Zone Authority, said that a dossier on establishing a specialized economic zone was completed in early November and then submitted to the Prime Minister for consideration and decision.

For the southern coastal economic zone, its general planning has been approved by the Prime Minister; the city has selected a consulting unit, basically completed the design, and is collecting opinions from ministries, sectors and localities, aiming for appraisal and approval by the Prime Minister in December 2025.

The city Economic Zone Authority has also worked out a plan to develop a free trade zone since its establishment decision on October 13, 2025, identifying specific tasks to be implemented and criteria for selecting investors and investment projects for the zone.

Tightening progress and reinforcing discipline

Hai Phong is home to 69 industrial parks, two economic zones, and dozens of industrial clusters covering significant area.

At a recent meeting of the city Steering Committee for the Development of Economic Zones and Industrial Parks, Le Tien Chau, Secretary of the city Party Committee and Head of the Steering Committee, affirmed that developing these zones is a central mission and a key growth driver for Hai Phong.

The secretary assigned the Party Committee of the city People’s Committee to accelerate progress on strategic infrastructure and key projects, and review the implementation timeline of industrial parks.

For approved industrial parks, the city will urge, inspect and handle investors who delay progress, and propose replacing them with investors who are committed, capable and responsible, Chau added.

The city People’s Committee will also work with infrastructure investors of ongoing industrial park projects, relevant agencies and localities to build detailed progress roadmaps and resolve obstacles, especially in site clearance, and report to the Steering Committee for supervision and urging.

For industrial parks facing slow site clearance, the city requires strong local-level focus and, when necessary, enforcement measures for land recovery, and demands that investors begin construction immediately, no later than one month after receiving the site.
