Hai Phong launches “green channel” to accelerate business support

The Hai Phong People's Committee has instructed relevant agencies to apply a “green channel” mechanism to selected administrative procedures, creating more favorable conditions for businesses to implement investment projects.

The Hai Phong People's Committee has issued Plan No. 191 to implement the Government’s Resolution No. 66 and Action Program No. 21of the Standing Committee of the City Party Committee, aimed at carrying out Resolution No. 41 of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new era.

Under the plan, Hai Phong aims to develop a business community with the scale, capacity, and qualifications required for industrialization, modernization, and international integration. By 2030, the city targets approximately 87,000 active enterprises, with more than 85% of entrepreneurs holding college or university degrees or higher, while fostering the growth of large-scale enterprises capable of participating deeply in global supply chains and value chains.

To achieve these goals, the city has identified 31 key tasks to be implemented directly and three additional tasks requiring inter-agency coordination.

One of the most notable priorities is improving policies and regulations to create a transparent, secure, and equitable investment and business environment that enables entrepreneurs and enterprises to thrive and contribute to the city's development.

Accordingly, the Departments of Finance, Construction, Agriculture and Environment, and the Hai Phong Economic Zone Authority have been assigned to study and implement a “green channel” mechanism for selected administrative procedures in the fields of investment, construction, and land management. The initiative aims to shorten processing times and facilitate project implementation by businesses. The task is scheduled for completion in 2026.

The city has also tasked relevant agencies with handling investment procedures through the National Investment Single-Window Portal, with implementation expected to begin in 2027. In addition, authorities will coordinate the development of an integrated database platform for business inspections and audits to minimize overlap in supervisory activities.

By the second quarter of 2026, departments, agencies, and local authorities are required to complete a review of underutilized or unused public properties and land assets. These assets may then be made available for lease to small and medium-sized enterprises (SMEs), supporting-industry enterprises, and innovative startups to support their production and business activities.

Other key tasks include organizing domestic and international investment promotion programs to attract additional resources for local economic development; providing legal support services for SMEs; and implementing administrative support models tailored to businesses based on specific sectors and localities.

Training and capacity-building programs will be organized to meet the evolving needs of business development.

A wide range of training and professional development courses will be offered for entrepreneurs, focusing on key areas such as digital transformation, green transition, modern corporate governance, technological innovation, emerging business trends, and international integration. Programs designed to help businesses effectively implement free trade agreements (FTAs), promote trade, and expand market connections will also be carried out on a regular basis.

Alongside measures to support business growth, the city places significant emphasis on fostering a culture of ethical and responsible business practices within the entrepreneurial community. Hai Phong will develop a business evaluation database based on criteria such as legal compliance, job creation, contributions to the state budget, and participation in social welfare activities. This database will serve as a foundation for designing and implementing appropriate support policies.

In addition, efforts to strengthen connections between entrepreneurs and workers, farmers, and intellectuals will be enhanced. Greater cooperation among enterprises, cooperatives, universities, and teams of experts will also be promoted, helping to build an integrated ecosystem for production, innovation, and sustainable development in the years ahead.
